1 SENATE RESOLUTION
2 WHEREAS, Groundwater is an essential resource for
3 Illinois; and
4 WHEREAS, Groundwater feeds our lakes, streams and
5 wetlands and helps sustain the many creatures who live there;
6 and
7 WHEREAS, Approximately one-fourth of all fresh water used
8 in the nation comes from groundwater; and
9 WHEREAS, Groundwater provides approximately 35% of the
10 drinking water supply for urban areas and 95% of the supply
11 for rural areas, meeting the household needs of more than 117
12 million people in this nation; and
13 WHEREAS, As the Illinois population grows and land uses
14 intensify, threats to groundwater quality and quantity are
15 increasing; therefore be it
16 RESOLVED, BY THE SENATE OF THE NINETY-SECOND GENERAL
17 ASSEMBLY OF THE STATE OF ILLINOIS, That the Department of
18 Natural Resources shall conduct a study of the groundwater
19 and aquifer system of Illinois; and be it further
20 RESOLVED, That the study shall (1) develop an
21 understanding of the geology of each aquifer in the State;
22 (2) determine the groundwater flow through the geologic units
23 and the interaction of the groundwater with surface waters;
24 (3) analyze current groundwater withdrawals; and (4)
25 determine the chemistry of the geologic units and the
26 groundwater in those units; and be it further
27 RESOLVED, That based upon information obtained from this
28 study, the Department shall develop geologic and groundwater
29 flow models for each underground aquifer in the State that
30 show the impact of adding future wells or of future

1 groundwater withdrawal; and be it further
2 RESOLVED, That the Department shall report its findings
3 to the Senate no later than November 1, 2001; and be it
4 further
5 RESOLVED, That the report shall include recommendations
6 on the potential of receiving federal funding for the
7 groundwater and aquifer system of Illinois and related
8 programs; and be it further
9 RESOLVED, That a suitable copy of this resolution shall
10 be given to the Director of the Department of Natural
11 Resources.
