1 AMENDMENT TO SENATE BILL 1116
2 AMENDMENT NO. . Amend Senate Bill 1116 by replacing
3 everything after the enacting clause with the following:
4 "Section 5. The Property Tax Code is amended by changing
5 Section 3-45 as follows:
6 (35 ILCS 200/3-45)
7 Sec. 3-45. Election of county assessor; counties of less
8 than 3,000,000. In counties having an elected board of review
9 under Section 6-35, a county assessor shall be elected. To be
10 eligible to file nomination papers or participate as a
11 candidate in any primary or general election for, or be
12 elected to, the office of county assessor, or to enter upon
13 the duties of the office, a person must possess one of the
14 following qualifications as certified by the individual to
15 the county clerk:
16 (1) a Certified Illinois Assessing Officer
17 certificate from the Illinois Property Assessment
18 Institute; or
19 (2) a Certified Assessment Evaluator designation
20 from the International Association of Assessing Officers.
21 In addition elected as county assessor, a person must have at
22 least 2 years experience in the field of property sales,

1 assessments, finance, or appraisals.
2 The county clerk must determine if candidates for
3 assessor have qualified under this Code prior to
4 certification of their nominating petitions. The election of
5 the county assessor shall be at the same time and in the same
6 manner as other county officials are elected under the
7 general election law. The county assessor shall hold office
8 for a 4 year term and until a successor is elected and
9 qualified. Vacancies shall be filled in the same manner as
10 are vacancies in other county elective offices.

12 Section 99. Effective date. This Act takes effect upon
13 becoming law.".
