1 HOUSE RESOLUTION 190
2 WHEREAS, It has been proposed that county highways and
3 township roads should be able to withstand weights of up to
4 80,000 pounds; and
5 WHEREAS, There are 16,500 miles of county highways and
6 73,500 miles of township and road district roads in the State
7 of Illinois; and
8 WHEREAS, An 80,000 pound capacity is necessary only for
9 that portion of the road actually utilized by vehicles of
10 that weight, such as the 2-mile portion of a 5-mile county
11 highway that lies between a farm or other business and the
12 nearest 80,000 pound capacity highway; and
13 WHEREAS, The cost of improvements necessary to bring
14 county highways and township roads to a capacity of 80,000
15 pounds will vary from area to area as a result of factors
16 including present road surface, soil type, and weather
17 conditions; and
18 WHEREAS, A study is needed to determine the number of
19 miles of county highways and township roads, including the
20 bridges on those highways and roads, that actually need to
21 withstand weights of up to 80,000 pounds, as well as the cost
22 of the improvements necessary to achieve that capacity;
23 therefore be it
24 RESOLVED BY THE HOUSE OF REPRESENTATIVES OF THE
25 NINETY-SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
26 we direct the Illinois Department of Transportation, in
27 cooperation with county and township road commissioners and
28 municipalities, to conduct a study to determine the number of
29 miles of county highways and township roads that need to
30 withstand weights of 80,000 pounds and the cost of the
31 improvements necessary to achieve that capacity; and be it

2 RESOLVED, That the study should focus on low-volume
3 farm-to-market and rural business-access roads and should
4 categorize those roads according to their volume of 80,000
5 pound loads and other traffic on a daily, monthly, and
6 seasonal basis; and be it further
7 RESOLVED, That the Secretary of Transportation report the
8 Department's findings to the General Assembly by January 1,
9 2002; and be it further
10 RESOLVED, That a suitable copy of this Resolution be
11 delivered to the Secretary of Transportation.
