1 AN ACT making appropriations.
2 Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
4 ARTICLE 1
5 Section 5. The following named amounts, or so much
6 thereof as may be necessary, are appropriated to the Board of
7 Trustees of the State Universities Retirement System for the
8 State's contribution, as provided by law:
9 Payable from the Education Assistance Fund...... $146,502,300
10 Payable from the General Revenue Fund........... $109,813,700
11 Total $256,316,000
12 Section 10. The sum of $2,960,315, or so much thereof as
13 may be necessary, is appropriated from the General Revenue
14 Fund to the Board of Trustees of the State Universities
15 Retirement System for deposit into the Community College
16 Health Insurance Security Fund for the State's contribution,
17 as required by law.
18 ARTICLE 2
19 Section 5. The sum of $37,008,600, or so much thereof as
20 may be necessary, is appropriated from the General Revenue
21 Fund to the Board of Trustees of Northeastern Illinois
22 University to meet the ordinary and contingent expenses of
23 the University, including payment or reimbursement to the
24 University for personal services and related costs incurred.
25 Section 10. The sum of $250,000, or so much thereof as
26 may be necessary, is appropriated from the General Revenue
27 Fund to the Board of Trustees of Northeastern Illinois
28 University for all costs required to match the Federal Title
29 II Teacher Quality Enhancement State Grant, including payment

1 or reimbursement to the University for personal services and
2 related costs incurred.
3 Section 15. The sum of $6,586,300, or so much thereof as
4 may be necessary, is appropriated from the Education
5 Assistance Fund to the Board of Trustees of Northeastern
6 Illinois University to meet the ordinary and contingent
7 expenses of the University, including payment or
8 reimbursement to the University for personal services and
9 related costs incurred.
10 Section 20. The sum of $342,652, or so much thereof as
11 may be necessary and remains unexpended at the close of
12 business on June 30, 2002, from a reappropriation heretofore
13 made for such purpose in Article 11, Section 15 of Public Act
14 92-8, is reappropriated from the Capital Development Fund to
15 the Board of Trustees of Northeastern Illinois University for
16 purchasing equipment for the Fine Arts Complex.
17 ARTICLE 3
18 Section 5. The sum of $95,894,100, or so much thereof as
19 may be necessary, is appropriated from the General Revenue
20 Fund to the Board of Trustees of Northern Illinois University
21 to meet the ordinary and contingent expenses of the
22 University, including payment or reimbursement to the
23 University for personal services and related costs, incurred
24 during the fiscal year ending June 30, 2003.
25 Section 10. The sum of $18,284,500, or so much thereof
26 as may be necessary, is appropriated from the Education
27 Assistance Fund to the Board of Trustees of Northern Illinois
28 University to meet the ordinary and contingent expenses of
29 the University, including payment or reimbursement to the
30 University for personal services and related costs, incurred
31 during the fiscal year ending June 30, 2003.

1 Section 15. The sum of $626,033, or so much thereof as
2 may be necessary and remains unexpended at the close of
3 business on June 30, 2002, from a reappropriation heretofore
4 made for that purpose in Article 12, Section 15 of Public Act
5 92-8, is reappropriated from the Capital Development Fund to
6 the Board of Trustees of Northern Illinois University for
7 technology infrastructure improvements at Northern Illinois
8 University. No contract shall be entered into or obligation
9 incurred for any expenditures from the reappropriation made
10 in this Section until after the purposes and amounts have
11 been approved in writing by the Governor.
12 Section 20. The sum of $55,621, or so much thereof as
13 may be necessary and remains unexpended at the close of
14 business on June 30, 2002, from a reappropriation heretofore
15 made for that purpose in Article 12, Section 20 of Public Act
16 92-8, is reappropriated from the Capital Development Fund to
17 the Board of Trustees of Northern Illinois University for
18 purchasing Engineering Building equipment.
19 Section 25. The sum of $10,075, or so much thereof as
20 may be necessary, is appropriated from the State College and
21 University Trust Fund to the Board of Trustees of Northern
22 Illinois University for scholarship grant awards, in
23 accordance with Public Act 91-0083.
24 ARTICLE 4
25 Section 5. The sum of $41,012,000, or so much thereof as
26 may be necessary, is appropriated from the General Revenue
27 Fund to the Board of Trustees of Chicago State University to
28 meet the ordinary and contingent expenses of the Board and
29 its educational institution, including reimbursement to the
30 University for personal services and related costs incurred
31 for the fiscal year ending June 30, 2003.
32 Section 10. The sum of $1,433,300, or so much thereof as

1 may be necessary, is appropriated from the Education
2 Assistance Fund to the Board of Trustees of Chicago State
3 University to meet the ordinary and contingent expenses of
4 the Board and its educational institution, including
5 reimbursement to the university for personal services and
6 related costs incurred for the fiscal year ending June 30,
7 2003.
8 Section 15. The sum of $250,000, or so much thereof as
9 may be necessary, is appropriated from the General Revenue
10 Fund to the Board of Trustees of Chicago State University for
11 all costs required to match the Federal Title II Teacher
12 Quality Enhancement State Grant, including payment to the
13 University for personal services and related costs incurred
14 for the year ending June 30, 2003.
15 ARTICLE 5
16 Section 5. The sum of $75,843,000, or so much thereof as
17 may be necessary, is appropriated from the General Revenue
18 Fund to the Board of Trustees of Illinois State University
19 for any expenditures or purposes authorized by law, including
20 payment to the University for personal services and related
21 costs incurred during the fiscal year ending June 30, 2003
22 and for salaries accrued but unpaid to academic personnel for
23 personal services rendered during the academic year
24 2001-2002.
25 Section 10. The sum of $14,394,700, or so much thereof
26 as may be necessary, is appropriated from the Education
27 Assistance Fund to the Board of Trustees of Illinois State
28 University for any expenditures or purposes authorized by
29 law, including payment to the University for personal
30 services and related costs incurred during the fiscal year
31 ending June 30, 2003 and for salaries accrued but unpaid to
32 academic personnel for personal services rendered during the

1 academic year 2001-2002.
2 Section 15. The sum of $6,390, or so much thereof as may
3 be necessary and remains unexpended at the close of business
4 on June 30, 2002, from a reappropriation heretofore made for
5 that purpose in Article 9, Section 20 of Public Act 92-8, is
6 reappropriated from the Capital Development Fund to the Board
7 of Trustees of Illinois State University for technology
8 infrastructure improvements at Illinois State University.
9 Section 20. The sum of $45,350, or so much thereof as
10 may be necessary, is appropriated from the State College and
11 University Trust Fund to Illinois State University for
12 student financial assistance.
13 ARTICLE 6
14 Section 5. The sum of $209,521,100, or so much thereof
15 as may be necessary, is appropriated from the General Revenue
16 Fund to the Board of Trustees of Southern Illinois University
17 for any expenditures or purposes authorized by law, including
18 payment to the University for personal services and related
19 costs incurred.
20 Section 10. The sum of $31,796,200, or so much thereof
21 as may be necessary, is appropriated from the Education
22 Assistance Fund to the Board of Trustees of Southern Illinois
23 University for any expenditures or purposes authorized by
24 law, including payment to the University for personal
25 services and related costs incurred.
26 Section 15. The sum of $250,000, or so much thereof as
27 may be necessary, is appropriated from the General Revenue
28 Fund to the Board of Trustees of Southern Illinois University
29 for all costs required to match the Federal Title II Teacher
30 Quality Enhancement State Grant for Southern Illinois
31 University at Carbondale, including payment to the University

1 for personal services and related costs incurred.
2 Section 20. The sum of $250,000, or so much thereof as
3 may be necessary, is appropriated from the General Revenue
4 Fund to the Board of Trustees of Southern Illinois University
5 for all costs required to match the Federal Title II Teacher
6 Quality Enhancement State Grant for Southern Illinois
7 University at Edwardsville, including payment to the
8 University for personal services and related costs incurred.
9 Section 25. The amount of $814,444, or so much thereof
10 as may be necessary and remains unexpended at the close of
11 business on June 30, 2002, from an appropriation heretofore
12 made for such purpose in Article 13, Section 15 of Public Act
13 92-8, is reappropriated to Southern Illinois University from
14 the Capital Development Fund for digitalization
15 infrastructure for WSIU-TV (Carbondale).
16 Section 30. The amount of $814,444, or so much thereof
17 as may be necessary and remains unexpended at the close of
18 business on June 30, 2002, from an appropriation heretofore
19 made for such purpose in Article 13, Section 20 of Public Act
20 92-8, is reappropriated to Southern Illinois University from
21 the Capital Development Fund for digitalization
22 infrastructure for WUSI-TV (Olney).
23 Section 35. The amount of $814,444, or so much thereof
24 as may be necessary and remains unexpended at the close of
25 business on June 30, 2002, from a reappropriation heretofore
26 made for such purpose in Article 13, Section 30 of Public Act
27 92-8, is reappropriated to Southern Illinois University from
28 the Capital Development Fund for digitalization
29 infrastructure for WSIU-TV (Carbondale).
30 Section 40. The amount of $814,444, or so much thereof
31 as may be necessary and remains unexpended at the close of
32 business on June 30, 2002, from a reappropriation heretofore

1 made for such purpose in Article 13, Section 35 of Public Act
2 92-8, is reappropriated to Southern Illinois University from
3 the Capital Development Fund for digitalization
4 infrastructure for WUSI-TV (Olney).
5 Section 45. The amount of $814,444, or so much thereof
6 as may be necessary and remains unexpended at the close of
7 business on June 30, 2002, from a reappropriation heretofore
8 made for such purpose in Article 13, Section 40 of Public Act
9 92-8, is reappropriated to Southern Illinois University from
10 the Capital Development Fund for digitalization
11 infrastructure for WSIU-TV (Carbondale).
12 Section 50. The amount of $814,444, or so much thereof
13 as may be necessary and remains unexpended at the close of
14 business on June 30, 2002, from a reappropriation heretofore
15 made for such purpose in Article 13, Section 45 of Public Act
16 92-8, is reappropriated to Southern Illinois University from
17 the Capital Development Fund for digitalization
18 infrastructure for WUSI-TV (Olney).
19 ARTICLE 7
20 Section 5. The sum of $690,708,200, or so much thereof
21 as may be necessary, is appropriated from the General Revenue
22 Fund to the Board of Trustees of the University of Illinois
23 for any expenditures or purposes authorized by law, including
24 payment to the University for personal services and related
25 costs incurred.
26 Section 10. The sum of $87,439,500, or so much thereof
27 as may be necessary, is appropriated from the Education
28 Assistance Fund to the Board of Trustees of the University of
29 Illinois for any expenditures or purposes authorized by law,
30 including payment to the University for personal services and
31 related costs incurred.

1 Section 15. The sum of $1,190,900, or so much thereof as
2 may be necessary, is appropriated from the Fire Prevention
3 Fund to the Board of Trustees of the University of Illinois
4 for the purpose of maintaining the Illinois Fire Service
5 Institute, paying the Institute's expenses, and providing the
6 facilities and structures incident thereto, including payment
7 to the University for personal services and related costs
8 incurred.
9 Section 20. The sum of $150,000, or so much thereof as
10 may be necessary, is appropriated from the State College and
11 University Trust Fund to the Board of Trustees of the
12 University of Illinois for scholarship grant awards, in
13 accordance with Public Act 91-0083.
14 Section 25. The sum of $1,085,000, or so much thereof as
15 may be necessary and remains unexpended on June 30, 2002,
16 from a reappropriation heretofore made for such purpose in
17 Article 16, Section 25 of Public Act 92-0008, is
18 reappropriated from the Capital Development Fund to the Board
19 of Trustees of the University of Illinois to acquire and
20 develop land for expansion of the Chicago campus, including
21 demolition, landscaping and site improvements, planning,
22 construction, remodeling, extension and modification of
23 campus utility systems, and such other expenses as may be
24 necessary to construct a public safety and transportation
25 facility and to develop student recreational areas.
26 Section 30. The sum of $2,325,891, or so much thereof as
27 may be necessary and remains unexpended on June 30, 2002,
28 from a reappropriation heretofore made for such purpose in
29 Article 16, Section 30 of Public Act 92-0008, is
30 reappropriated from the Capital Development Fund to the Board
31 of Trustees of the University of Illinois to plan for all
32 aspects of construction and to acquire and develop land,
33 including demolition, landscaping, site improvements,

1 extension and modification of campus utility systems,
2 relocation of programs, and such other expenses as may be
3 necessary to construct a College of Medicine building in
4 Chicago.
5 Section 35. The sum of $1,625,000, or so much thereof as
6 may be necessary and remains unexpended on June 30, 2002,
7 from a reappropriation heretofore made for such purpose in
8 Article 57, Division FY98, Section 32 of Public Act 92-0008,
9 is reappropriated to the University of Illinois (formerly to
10 the Capital Development Board) from the Build Illinois Bond
11 Fund to plan for a medical school replacement at the
12 University of Illinois at Chicago.
13 Section 40. The sum of $60,283,333, or so much thereof
14 as may be necessary and remains unexpended on June 30, 2002,
15 from a reappropriation heretofore made for such purpose in
16 Article 16, Section 40 of Public Act 92-0008, is
17 reappropriated from the Capital Development Fund to the Board
18 of Trustees of the University of Illinois to construct an
19 education and research facility for the College of Medicine
20 in Chicago, including planning, land acquisition, demolition,
21 construction, remodeling, landscaping, site improvements,
22 equipment, extension or modification of campus utility
23 systems, relocation of programs, and such expenses as may be
24 necessary to complete the facility.
25 Section 45. The following named amounts, or so much
26 thereof as may be necessary and remains unexpended on June
27 30, 2002, respectively, from a reappropriation heretofore
28 made for such purpose in Article 16, Section 45 of Public Act
29 92-0008, are reappropriated from the Capital Development Fund
30 to the Board of Trustees of the University of Illinois for
31 the following projects:
32 For planning and beginning construction of a computer
33 science in engineering facility....................$6,425,643

1 For land acquisition to expand the College of
2 Agricultural, Consumer and Environmental Science.....$500,000
3 Section 50. The sum of $32,000,000, or so much thereof
4 as may be necessary and remains unexpended on June 30, 2002,
5 from an appropriation heretofore made for such purpose in
6 Article 56, Section 19 of Public Act 92-0008, is
7 reappropriated from the Capital Development Fund to the
8 University of Illinois for planning, construction, and
9 equipment for a computer science in engineering facility.
10 Section 55. The sum of $15,000,000, or so much thereof
11 as may be necessary and remains unexpended on June 30, 2002,
12 from an appropriation heretofore made for such purpose in
13 Article 56, Section 25 of Public Act 92-0008, is
14 reappropriated from the Capital Development Fund to the
15 University of Illinois at Springfield for constructing a
16 classroom and office building, in addition to funds
17 previously appropriated.
18 Section 60. The sum of $814,444, or so much thereof as
19 may be necessary and remains unexpended on June 30, 2002,
20 from a reappropriation heretofore made for such purpose in
21 Article 16, Section 50 of Public Act 92-0008, is
22 reappropriated from the Capital Development Fund to the
23 University of Illinois for digitalization infrastructure for
24 WILL-TV (Urbana-Champaign).
25 Section 65. The sum of $630,725, or so much thereof as
26 may be necessary and remains unexpended on June 30, 2002,
27 from a reappropriation heretofore made for such purpose in
28 Article 16, Section 55 of Public Act 92-0008, is
29 reappropriated from the Capital Development Fund to the
30 University of Illinois for digitalization infrastructure for
31 WILL-TV (Urbana-Champaign).
32 Section 70. The sum of $814,444, or so much thereof as

1 may be necessary and remains unexpended on June 30, 2002,
2 from an appropriation heretofore made for such purpose in
3 Article 16, Section 60 of Public Act 92-0008, is
4 reappropriated from the Capital Development Fund to the
5 University of Illinois for digitalization infrastructure for
6 WILL-TV (Urbana-Champaign).
7 Section 75. The sum of $504,000, or so much thereof as
8 may be necessary and remains unexpended at the close of
9 business on June 30, 2002, from a reappropriation heretofore
10 made for such purpose in Article 16, Section 65 of Public Act
11 92-0008, is reappropriated from the Capital Development Fund
12 to the Board of Trustees of the University of Illinois for
13 technology infrastructure improvements at the University of
14 Illinois. No contract shall be entered into or obligation
15 incurred for any expenditure from the reappropriation made in
16 this Section until after the purposes and amounts have been
17 approved in writing by the Governor.
18 Section 80. The sum of $100,000, or so much thereof as
19 may be necessary and remains unexpended at the close of
20 business on June 30, 2002, from a reappropriation heretofore
21 made for such purposes in Article 16, Section 70 of Public
22 Act 92-0008, is reappropriated from the Capital Development
23 Fund to the Board of Trustees of the University of Illinois
24 for technology infrastructure improvements at the University
25 of Illinois. No contract shall be entered into or obligation
26 incurred for any expenditure from the reappropriation made in
27 this Section until after the purposes and amounts have been
28 approved in writing by the Governor.

30 Section 5. The sum of $22,870,500, or so much thereof as
31 may be necessary, is appropriated from the General Revenue
32 Fund to the Board of Trustees of Governors State University

1 to meet the ordinary and contingent expenses of the
2 University, including payment or reimbursement to the
3 University for personal services and related costs, incurred
4 during the fiscal year ending June 30, 2003.
5 Section 10. The sum of $4,253,200, or so much thereof as
6 may be necessary, is appropriated from the Education
7 Assistance Fund to the Board of Trustees of Governors State
8 University to meet the ordinary and contingent expenses of
9 the University, including payment or reimbursement to the
10 University for personal service and related costs, incurred
11 during the fiscal year ending June 30, 2003.

13 Section 5. The following named amount, or so much
14 thereof as may be necessary, for the purpose hereinafter
15 named, is appropriated from the General Revenue Fund to the
16 Board of Trustees of Eastern Illinois University to meet the
17 ordinary and contingent expenses of the University, including
18 payment or reimbursement to the University for personal
19 services and related costs incurred during the fiscal year
20 ending June 30, 2003 and for salaries accrued but unpaid to
21 academic personnel for personal services rendered during the
22 FY 2002 academic year.............................$46,293,900

24 Section 10. The following named amount, or so much
25 thereof as may be necessary, for the purpose hereinafter
26 named, is appropriated from the Education Assistance Fund to
27 the Board of Trustees of Eastern Illinois University to meet
28 the ordinary and contingent expenses of the University,
29 including payment or reimbursement to the University for
30 personal services and related costs incurred during the
31 fiscal year ending June 30, 2003 and for salaries accrued but
32 unpaid to academic personnel for personal services rendered

3 Section 15. The sum of $800,631, or so much thereof as
4 may be necessary and remains unexpended at the close of
5 business on June 30, 2002, from a reappropriation heretofore
6 made for such purpose in Article 6, Section 15 of Public Act
7 92-8, is reappropriated from the Capital Development Fund to
8 Eastern Illinois University for digitalization infrastructure
9 for WEIU-TV.
10 Section 20. The sum of $814,444, or so much thereof as
11 may be necessary and remains unexpended at the close of
12 business on June 30, 2002, from a reappropriation heretofore
13 made for such purpose in Article 6, Section 20 of Public Act
14 92-8, is reappropriated from the Capital Development Fund to
15 the Board of Trustees of Eastern Illinois University for
16 digitalization infrastructure for WEIU-TV, in addition to
17 amounts previously appropriated for such purpose. No
18 contract shall be entered into or obligation incurred for any
19 expenditure from the appropriation made in this Section until
20 after the purposes and amounts have been approved in writing
21 by the Governor.
22 Section 25. The sum of $814,444, or so much thereof as
23 may be necessary and remains unexpended at the close of
24 business on June 30, 2002, from an appropriation heretofore
25 made for such purpose in Article 6, Section 12 of Public Act
26 92-8, is reappropriated from the Capital Development Fund to
27 the Board of Trustees of Eastern Illinois University for
28 digitalization infrastructure for WEIU-TV, in addition to
29 amounts previously appropriated for such purpose. No contract
30 shall be entered into or obligation incurred for any
31 expenditure from the appropriation made in this Section until
32 after the purposes and amounts have been approved in writing
33 by the Governor.

1 Section 30. The sum of $3,829,909, or so much thereof as
2 may be necessary and remains unexpended at the close of
3 business on June 30, 2002, from a reappropriation heretofore
4 made for such purpose in Article 6, Section 25 of Public Act
5 92-8, is reappropriated from the Capital Development Fund to
6 the Board of Trustees of Eastern Illinois University to
7 purchase equipment for the renovation and expansion of Booth
8 Library. No contract shall be entered into or obligation
9 incurred for any expenditure from the appropriation made in
10 this Section until after the purposes and amounts have been
11 approved in writing by the Governor.
12 Section 35. The sum of $15,000, or so much thereof as
13 may be necessary, is appropriated from the State College and
14 University Trust Fund to the Board of Trustees of Eastern
15 Illinois University for scholarship grant awards, in
16 accordance with Public Act 91-0083.

18 Section 5. The sum of $53,274,700, or so much thereof as
19 may be necessary, is appropriated from the General Revenue
20 Fund to the Board of Trustees of Western Illinois University
21 for any expenditures or purposes authorized by law, including
22 payment to the University for personal services and related
23 costs incurred.
24 Section 10. The sum of $9,652,400, or so much thereof as
25 may be necessary, is appropriated from the Education
26 Assistance Fund to the Board of Trustees of Western Illinois
27 University for any expenditures or purposes authorized by
28 law, including payment to the University for personal
29 services and related costs incurred.
30 Section 15. The amount of $29,600, or so much thereof as
31 may be necessary and remains unexpended at the close of
32 business on June 30, 2002, from a reappropriation heretofore

1 made for such purposes in Article 17, Section 15 of Public
2 Act 92-8, is reappropriated from the Fund for Illinois'
3 Future to the Board of Trustees of Western Illinois
4 University for all costs associated with the repair,
5 rehabilitation, and replacement of the roof on Sherman Hall.
6 Section 20. The amount of $116,200, or so much thereof
7 as may be necessary and remains unexpended at the close of
8 business on June 30, 2002, from a reappropriation heretofore
9 made for such purposes in Article 17, Section 25 of Public
10 Act 92-8, is reappropriated from the Capital Development Fund
11 to the Board of Trustees of Western Illinois University for
12 technology infrastructure improvements at Western Illinois
13 University. No contract shall be entered into or obligation
14 incurred for any expenditures from the reappropriation made
15 in this Section until after the purposes and amounts have
16 been approved in writing by the Governor.
17 Section 25. The amount of $25,000, or so much thereof as
18 may be necessary, is appropriated from the State College and
19 University Trust Fund to the Board of Trustees of Western
20 Illinois University for scholarship grant awards from the
21 sale of collegiate license plates.

23 Section 5. The following named amounts, or so much
24 thereof as may be necessary, respectively, for the objects

1 made for such purpose in Article 8, Section 115 of Public Act
2 92-8, is reappropriated from the Fund for Illinois' Future to
3 the Illinois Community College Board for a grant to Malcolm X
4 College for youth athletic programs.
5 Section 105. The sum of $814,444, or so much thereof as
6 may be necessary and remains unexpended at the close of
7 business on June 30, 2002, from an appropriation heretofore
8 made for such purpose in Article 8, Section 120 of Public Act
9 92-8, is reappropriated from the Capital Development Fund to
10 the Illinois Community College Board for digitalization
11 infrastructure for Black Hawk College television station
12 WQPT-TV (Moline-Sterling), in addition to amounts previously
13 appropriated. No contract shall be entered into or
14 obligation incurred for any expenditures from the
15 appropriation made in this Section until after the purposes
16 and amounts have been approved in writing by the Governor.
