1 AMENDMENT TO HOUSE BILL 6138
2 AMENDMENT NO. . Amend House Bill 6138, by replacing
3 everything after the enacting clause with the following:
4 "ARTICLE 1
5 Section 5. The following named amounts, or so much
6 thereof as may be necessary, are appropriated to the Board of
7 Trustees of the State Universities Retirement System for the
8 State's contribution, as provided by law:
9 Payable from the Education Assistance Fund...... $146,502,300
10 Payable from the General Revenue Fund........... $109,813,700
11 Total $256,316,000
12 Section 10. The sum of $2,960,315, or so much thereof as
13 may be necessary, is appropriated from the General Revenue
14 Fund to the Board of Trustees of the State Universities
15 Retirement System for deposit into the Community College
16 Health Insurance Security Fund for the State's contribution,
17 as required by law.
18 ARTICLE 2
19 Section 5. The sum of $37,008,600, or so much thereof as
20 may be necessary, is appropriated from the General Revenue
21 Fund to the Board of Trustees of Northeastern Illinois

1 University to meet the ordinary and contingent expenses of
2 the University, including payment or reimbursement to the
3 University for personal service and related costs incurred.
4 Section 10. The sum of $250,000, or so much thereof as
5 may be necessary, is appropriated from the General Revenue
6 Fund to the Board of Trustees of Northeastern Illinois
7 University for all costs required to match the Federal Title
8 II Teacher Quality Enhancement State Grant, including payment
9 or reimbursement to the University for personal service and
10 related costs incurred.
11 Section 15. The sum of $6,586,300, or so much thereof as
12 may be necessary, is appropriated from the Education
13 Assistance Fund to the Board of Trustees of Northeastern
14 Illinois University to meet the ordinary and contingent
15 expenses of the University, including payment or
16 reimbursement to the University for personal service and
17 related costs incurred.
18 Section 20. The sum of $342,652, or so much thereof as
19 may be necessary and remains unexpended at the close of
20 business on June 30, 2002, from a reappropriation heretofore
21 made for such purpose in Article 11, Section 15 of Public Act
22 92-8, is reappropriated from the Capital Development Fund to
23 the Board of Trustees of Northeastern Illinois University for
24 purchasing equipment for the Fine Arts Complex.
25 ARTICLE 3
26 Section 5. The sum of $95,894,100, or so much thereof as
27 may be necessary, is appropriated from the General Revenue
28 Fund to the Board of Trustees of Northern Illinois University
29 to meet the ordinary and contingent expenses of the
30 University, including payment or reimbursement to the
31 University for personal services and related costs, incurred
32 during the fiscal year ending June 30, 2003.

1 Section 10. The sum of $18,284,500, or so much thereof
2 as may be necessary, is appropriated from the Education
3 Assistance Fund to the Board of Trustees of Northern Illinois
4 University to meet the ordinary and contingent expenses of
5 the University, including payment or reimbursement to the
6 University for personal services and related costs, incurred
7 during the fiscal year ending June 30, 2003.
8 Section 15. The sum of $626,033, or so much thereof as
9 may be necessary and remains unexpended at the close of
10 business on June 30, 2002, from a reappropriation heretofore
11 made for that purpose in Article 12, Section 15 of Public Act
12 92-8, is reappropriated from the Capital Development Fund to
13 the Board of Trustees of Northern Illinois University for
14 technology infrastructure improvements at Northern Illinois
15 University. No contract shall be entered into or obligation
16 incurred for any expenditures from the reappropriation made
17 in this Section until after the purposes and amounts have
18 been approved in writing by the Governor.
19 Section 20. The sum of $55,621, or so much thereof as
20 may be necessary and remains unexpended at the close of
21 business on June 30, 2002, from a reappropriation heretofore
22 made for that purpose in Article 12, Section 20 of Public Act
23 92-8, is reappropriated from the Capital Development Fund to
24 the Board of Trustees of Northern Illinois University for
25 purchasing Engineering Building equipment.
26 Section 25. The sum of $10,075, or so much thereof as
27 may be necessary, is appropriated from the State College and
28 University Trust Fund to the Board of Trustees of Northern
29 Illinois University for scholarship grant awards, in
30 accordance with Public Act 91-0083.

32 Section 5. The sum of $41,012,000, or so much thereof as

1 may be necessary, is appropriated from the General Revenue
2 Fund to the Board of Trustees of Chicago State University to
3 meet the ordinary and contingent expenses of the Board and
4 its educational institution, including reimbursement to the
5 University for personal services and related costs incurred
6 for the fiscal year ending June 30, 2003.
7 Section 10. The sum of $1,433,300, or so much thereof as
8 may be necessary, is appropriated from the Education
9 Assistance Fund to the Board of Trustees of Chicago State
10 University to meet the ordinary and contingent expenses of
11 the Board and its educational institution, including
12 reimbursement to the university for personal services and
13 related costs incurred for the fiscal year ending June 30,
14 2003.
15 Section 15. The sum of $250,000, or so much thereof as
16 may be necessary, is appropriated from the General Revenue
17 Fund to the Board of Trustees of Chicago State University for
18 all costs required to match the Federal Title II Teacher
19 Quality Enhancement State Grant, including payment to the
20 University for personal services and related costs incurred
21 for the year ending June 30, 2003.
22 ARTICLE 5
23 Section 5. The sum of $75,843,000, or so much thereof as
24 may be necessary, is appropriated from the General Revenue
25 Fund to the Board of Trustees of Illinois State University
26 for any expenditures or purposes authorized by law, including
27 payment to the University for personal services and related
28 costs incurred during the fiscal year ending June 30, 2003
29 and for salaries accrued but unpaid to academic personnel for
30 personal services rendered during the academic year
31 2001-2002.
32 Section 10. The sum of $14,394,700, or so much thereof

1 as may be necessary, is appropriated from the Education
2 Assistance Fund to the Board of Trustees of Illinois State
3 University for any expenditures or purposes authorized by
4 law, including payment to the University for personal
5 services and related costs incurred during the fiscal year
6 ending June 30, 2003 and for salaries accrued but unpaid to
7 academic personnel for personal services rendered during the
8 academic year 2001-2002.
9 Section 15. The sum of $6,390, or so much thereof as may
10 be necessary and remains unexpended at the close of business
11 on June 30, 2002, from a reappropriation heretofore made for
12 that purpose in Article 9, Section 20 of Public Act 92-8, is
13 reappropriated from the Capital Development Fund to the Board
14 of Trustees of Illinois State University for technology
15 infrastructure improvements at Illinois State University.
16 Section 20. The sum of $45,350, or so much thereof as
17 may be necessary, is appropriated from the State College and
18 University Trust Fund to Illinois State University for
19 student financial assistance.
20 ARTICLE 6
21 Section 5. The sum of $209,521,100, or so much thereof
22 as may be necessary, is appropriated from the General Revenue
23 Fund to the Board of Trustees of Southern Illinois University
24 for any expenditures or purposes authorized by law, including
25 payment to the University for personal services and related
26 costs incurred.
27 Section 10. The sum of $31,796,200, or so much thereof
28 as may be necessary, is appropriated from the Education
29 Assistance Fund to the Board of Trustees of Southern Illinois
30 University for any expenditures or purposes authorized by
31 law, including payment to the University for personal
32 services and related costs incurred.

1 Section 15. The sum of $250,000, or so much thereof as
2 may be necessary, is appropriated from the General Revenue
3 Fund to the Board of Trustees of Southern Illinois University

20 the Capital Development Fund for digitalization
21 infrastructure for WSIU-TV (Carbondale).
22 Section 30. The amount of $814,444, or so much thereof
23 as may be necessary and remains unexpended at the close of
24 business on June 30, 2002, from an appropriation heretofore
25 made for such purpose in Article 13, Section 20 of Public Act
26 92-8, is reappropriated to Southern Illinois University from
27 the Capital Development Fund for digitalization
28 infrastructure for WUSI-TV (Olney).
29 Section 35. The amount of $814,444, or so much thereof
30 as may be necessary and remains unexpended at the close of
31 business on June 30, 2002, from a reappropriation heretofore
32 made for such purpose in Article 13, Section 30 of Public Act

1 92-8, is reappropriated to Southern Illinois University from

9 the Capital Development Fund for digitalization
10 infrastructure for WUSI-TV (Olney).
11 Section 45. The amount of $814,444, or so much thereof
12 as may be necessary and remains unexpended at the close of
13 business on June 30, 2002, from a reappropriation heretofore
14 made for such purpose in Article 13, Section 40 of Public Act
15 92-8, is reappropriated to Southern Illinois University from
16 the Capital Development Fund for digitalization
17 infrastructure for WSIU-TV (Carbondale.).
18 Section 50. The amount of $814,444, or so much thereof
19 as may be necessary and remains unexpended at the close of
20 business on June 30, 2002, from a reappropriation heretofore
21 made for such purpose in Article 13, Section 45 of Public Act
22 92-8, is reappropriated to Southern Illinois University from
23 the Capital Development Fund for digitalization
24 infrastructure for WUSI-TV (Olney).

26 Section 5. The sum of $690,708,200, or so much thereof
27 as may be necessary, is appropriated from the General Revenue
28 Fund to the Board of Trustees of the University of Illinois
29 for any expenditures or purposes authorized by law, including
30 payment to the University for personal services and related
31 costs incurred.

1 Section 10. The sum of $87,439,500, or so much thereof
2 as may be necessary, is appropriated from the Education
3 Assistance Fund to the Board of Trustees of the University of
4 Illinois for any expenditures or purposes authorized by law,
5 including payment to the University for personal services and
6 related costs incurred.
7 Section 15. The sum of $1,190,900, or so much thereof as
8 may be necessary, is appropriated from the Fire Prevention
9 Fund to the Board of Trustees of the University of Illinois
10 for the purpose of maintaining the Illinois Fire Service
11 Institute, paying the Institute's expenses, and providing the
12 facilities and structures incident thereto, including payment
13 to the University for personal services and related costs
14 incurred.
15 Section 20. The sum of $150,000, or so much thereof as
16 may be necessary, is appropriated from the State College and
17 University Trust Fund to the Board of Trustees of the
18 University of Illinois for scholarship grant awards, in
19 accordance with Public Act 91-0083.
20 Section 25. The sum of $1,085,000, or so much thereof as
21 may be necessary and remains unexpended on June 30, 2002,
22 from a reappropriation heretofore made for such purpose in
23 Article 16, Section 25 of Public Act 92-0008, is
24 reappropriated from the Capital Development Fund to the Board
25 of Trustees of the University of Illinois to acquire and
26 develop land for expansion of the Chicago campus, including
27 demolition, landscaping and site improvements, planning,
28 construction, remodeling, extension and modification of
29 campus utility systems, and such other expenses as may be
30 necessary to construct a public safety and transportation
31 facility and to develop student recreational areas.
32 Section 30. The sum of $2,325,891, or so much thereof as

1 may be necessary and remains unexpended on June 30, 2002,
2 from a reappropriation heretofore made for such purpose in
3 Article 16, Section 30 of Public Act 92-0008, is
4 reappropriated from the Capital Development Fund to the Board
5 of Trustees of the University of Illinois to plan for all
6 aspects of construction and to acquire and develop land,
7 including demolition, landscaping, site improvements,
8 extension and modification of campus utility systems,
9 relocation of programs, and such other expenses as may be
10 necessary to construct a College of Medicine building in
11 Chicago.
12 Section 35. The sum of $1,625,000, or so much thereof as
13 may be necessary and remains unexpended on June 30, 2002,
14 from a reappropriation heretofore made for such purpose in
15 Article 57, Division FY98, Section 32 of Public Act 92-0008,
16 is reappropriated to the University of Illinois (formerly to
17 the Capital Development Board) from the Build Illinois Bond
18 Fund to plan for a medical school replacement at the
19 University of Illinois at Chicago.
20 Section 40. The sum of $60,283,333, or so much thereof
21 as may be necessary and remains unexpended on June 30, 2002,
22 from a reappropriation heretofore made for such purpose in
23 Article 16, Section 40 of Public Act 92-0008, is
24 reappropriated from the Capital Development Fund to the Board
25 of Trustees of the University of Illinois to construct an
26 education and research facility for the College of Medicine
27 in Chicago, including planning, land acquisition, demolition,
28 construction, remodeling, landscaping, site improvements,
29 equipment, extension or modification of campus utility
30 systems, relocation of programs, and such expenses as may be
31 necessary to complete the facility.
32 Section 45. The following named amounts, or so much
33 thereof as may be necessary and remain unexpended on June 30,

1 2002, respectively, from a reappropriation heretofore made
2 for such purpose in Article 16, Section 45 of Public Act
3 92-0008, are reappropriated from the Capital Development Fund
4 to the Board of Trustees of the University of Illinois for
5 the following projects:
6 For planning and beginning construction of a computer
7 science in engineering facility....................$6,425,643
8 For land acquisition to expand the College of
9 Agricultural, Consumer and Environmental Science.....$500,000
10 Section 50. The sum of $32,000,000, or so much thereof
11 as may be necessary and remains unexpended on June 30, 2002,
12 from an appropriation heretofore made for such purpose in
13 Article 56, Section 19 of Public Act 92-0008, is
14 reappropriated from the Capital Development Fund to the
15 University of Illinois for planning, construction, and
16 equipment for a computer science in engineering facility.
17 Section 55. The sum of $15,000,000, or so much thereof
18 as may be necessary and remains unexpended on June 30, 2002,
19 from an appropriation heretofore made for such purpose in
20 Article 56, Section 25 of Public Act 92-0008 is
21 reappropriated from the Capital Development Fund to the
22 University of Illinois at Springfield for constructing a
23 classroom and office building, in addition to funds
24 previously appropriated.
25 Section 60. The sum of $814,444, or so much thereof as
26 may be necessary and remains unexpended on June 30, 2002,
27 from a reappropriation heretofore made for such purpose in
28 Article 16, Section 50 of Public Act 92-0008, is
29 reappropriated from the Capital Development Fund to the
30 University of Illinois for digitalization infrastructure for
31 WILL-TV (Urbana-Champaign).
32 Section 65. The sum of $630,725, or so much thereof as

1 may be necessary and remains unexpended on June 30, 2002,
2 from a reappropriation heretofore made for such purpose in
3 Article 16, Section 55 of Public Act 92-0008, is
4 reappropriated from the Capital Development Fund to the
5 University of Illinois for digitalization infrastructure for
6 WILL-TV (Urbana-Champaign).
7 Section 70. The sum of $814,444, or so much thereof as
8 may be necessary and remains unexpended on June 30, 2002,
9 from an appropriation heretofore made for such purpose in
10 Article 16, Section 60 of Public Act 92-0008, is
11 reappropriated from the Capital Development Fund to the
12 University of Illinois for digitalization infrastructure for
13 WILL-TV (Urbana-Champaign).
14 Section 75. The sum of $504,000, or so much thereof as
15 may be necessary and remains unexpended at the close of
16 business on June 30, 2002, from a reappropriation heretofore
17 made for such purpose in Article 16, Section 65 of Public Act
18 92-0008, is reappropriated from the Capital Development Fund
19 to the Board of Trustees of the University of Illinois for
20 technology infrastructure improvements at the University of
21 Illinois. No contract shall be entered into or obligation
22 incurred for any expenditure from the reappropriation made in
23 this Section until after the purposes and amounts have been
24 approved in writing by the Governor.
25 Section 80. The sum of $100,000, or so much thereof as
26 may be necessary and remains unexpended at the close of
27 business on June 30, 2002, from a reappropriation heretofore
28 made for such purposes in Article 16, Section 70 of Public
29 Act 92-0008, is reappropriated from the Capital Development
30 Fund to the Board of Trustees of the University of Illinois
31 for technology infrastructure improvements at the University
32 of Illinois. No contract shall be entered into or obligation
33 incurred for any expenditure from the reappropriation made in

1 this Section until after the purposes and amounts have been
2 approved in writing by the Governor.

4 Section 5. The sum of $22,870,500, or so much thereof as
5 may be necessary, is appropriated from the General Revenue
6 Fund to the Board of Trustees of Governors State University
7 to meet the ordinary and contingent expenses of the
8 University, including payment or reimbursement to the
9 University for personal service and related costs, incurred
10 during the fiscal year ending June 30, 2003.
11 Section 10. The sum of $4,253,200, or so much thereof as
12 may be necessary, is appropriated from the Education
13 Assistance Fund to the Board of Trustees of Governors State
14 University to meet the ordinary and contingent expenses of
15 the University, including payment or reimbursement to the
16 University for personal service and related costs, incurred
17 during the fiscal year ending June 30, 2003.

19 Section 5. The following named amount, or so much
20 thereof as may be necessary, for the purpose hereinafter
21 named, is appropriated from the General Revenue Fund to the
22 Board of Trustees of Eastern Illinois University to meet the
23 ordinary and contingent expenses of the University, including
24 payment or reimbursement to the University for personal
25 services and related costs incurred during the fiscal year
26 ending June 30, 2003 and for salaries accrued but unpaid to
27 academic personnel for personal services rendered during the
28 FY 2002 academic year.............................$46,293,900

15 Eastern Illinois University for digitalization infrastructure
16 for WEIU-TV.
17 Section 20. The sum of $814,444, or so much thereof as
18 may be necessary and remains unexpended at the close of
19 business on June 30, 2002, from a reappropriation heretofore
20 made for such purpose in Article 6, Section 20 of Public Act
21 92-8, is reappropriated from the Capital Development Fund to
22 the Board of Trustees of Eastern Illinois University for
23 digitalization infrastructure for WEIU-TV, in addition to
24 amounts previously appropriated for such purpose. No
25 contract shall be entered into or obligation incurred for any
26 expenditure from the appropriation made in this Section until
27 after the purposes and amounts have been approved in writing
28 by the Governor.
29 Section 25. The sum of $814,444 or so much thereof as
30 may be necessary and remains unexpended at the close of
31 business on June 30, 2002, from an appropriation heretofore
32 made for such purpose in Article 6, Section 12 of Public Act
33 92-8, is reappropriated from the Capital Development Fund to

1 the Board of Trustees of Eastern Illinois University for
2 digitalization infrastructure for WEIU-TV, in addition to
3 amounts previously appropriated for such purpose. No contract
4 shall be entered into or obligation incurred for any
5 expenditure from the appropriation made in this Section until
6 after the purposes and amounts have been approved in writing
7 by the Governor.
8 Section 30. The sum of $3,829,909, or so much thereof as
9 may be necessary and remains unexpended at the close of
10 business on June 30, 2002, from a reappropriation heretofore
11 made for such purpose in Article 6, Section 25 of Public Act
12 92-8, is reappropriated from the Capital Development Fund to
13 the Board of Trustees of Eastern Illinois University to
14 purchase equipment for the renovation and expansion of Booth
15 Library. No contract shall be entered into or obligation
16 incurred for any expenditure from the appropriation made in
17 this Section until after the purposes and amounts have been
18 approved in writing by the Governor.
19 Section 35. The sum of $15,000, or so much thereof as
20 may be necessary, is appropriated from the State College and
21 University Trust Fund to the Board of Trustees of Eastern
22 Illinois University for scholarship grant awards, in
23 accordance with Public Act 91-0083.

25 Section 5. The sum of $53,274,700, or so much thereof as
26 may be necessary, is appropriated from the General Revenue
27 Fund to the Board of Trustees of Western Illinois University
28 for any expenditures or purposes authorized by law, including
29 payment to the University for personal services and related
30 costs incurred.
31 Section 10. The sum of $9,652,400, or so much thereof as
32 may be necessary, is appropriated from the Education

1 Assistance Fund to the Board of Trustees of Western Illinois
2 University for any expenditures or purposes authorized by
3 law, including payment to the University for personal
4 services and related costs incurred.
5 Section 15. The amount of $29,600, or so much thereof as
6 may be necessary and remains unexpended at the close of
7 business on June 30, 2002, from a reappropriation heretofore
8 made for such purposes in Article 17, Section 15 of Public
9 Act 92-8, is reappropriated from the Fund for Illinois'
10 Future to the Board of Trustees of Western Illinois
11 University for all costs associated with the repair,
12 rehabilitation, and replacement of the roof on Sherman Hall.
13 Section 20. The amount of $116,200, or so much thereof
14 as may be necessary and remains unexpended at the close of
15 business on June 30, 2002, from a reappropriation heretofore
16 made for such purposes in Article 17, Section 25 of Public
17 Act 92-8, is reappropriated from the Capital Development Fund
18 to the Board of Trustees of Western Illinois University for
19 technology infrastructure improvements at Western Illinois
20 University. No contract shall be entered into or obligation
21 incurred for any expenditures from the reappropriation made
22 in this Section until after the purposes and amounts have
23 been approved in writing by the Governor.
24 Section 25. The amount of $25,000, or so much thereof as
25 may be necessary, is appropriated from the State College and
26 University Trust Fund to the Board of Trustees of Western
27 Illinois University for scholarship grant awards from the
28 sale of collegiate license plates.

20 User Fund to the Illinois Community College Board for video

27 made for such purpose in Article 8, Section 120 of Public Act
28 92-8, is reappropriated from the Capital Development Fund to
29 the Illinois Community College Board for digitalization
30 infrastructure for Black Hawk College television station
31 WQPT-TV (Moline-Sterling), in addition to amounts previously
32 appropriated. No contract shall be entered into or
33 obligation incurred for any expenditures from the
