1 AMENDMENT TO HOUSE BILL 3192
2 AMENDMENT NO. . Amend House Bill 3192 on page 2,
3 immediately below line 28, by inserting the following:
4 "Section 7. The Interagency Coordinating Council Act is
5 amended by changing Sections 2 and 3 as follows:
6 (20 ILCS 3970/2) (from Ch. 127, par. 3832)
7 Sec. 2. Interagency Coordinating Council. There is
8 hereby created an Interagency Coordinating Council which
9 shall be composed of the Directors, or their designees, of
10 the Illinois Department of Children and Family Services,
11 Illinois Department of Commerce and Community Affairs,
12 Illinois Department of Corrections, Illinois Department of
13 Employment Security, and Illinois Department of Public Aid;
14 the Secretary of Human Services or his or her designee; the
15 Executive Director, or a designee, of the Illinois Community
16 College Board, the Board of Higher Education, and the
17 Illinois Planning Council on Developmental Disabilities; the
18 State Superintendent of Education, or a designee; and a
19 designee representing the University of Illinois - Division
20 of Specialized Care for Children. The Secretary of Human
21 Services (or the member who is the designee for the Secretary
22 of Human Services) and the State Superintendent of Education

1 (or the member who is the designee for the State
2 Superintendent of Education) shall be co-chairs of the
3 Council. The co-chairs shall be responsible for ensuring
4 that the functions described in Section 3 of this Act are
5 carried out At its first meeting the Council shall select a
6 chair from among its members who shall serve for a term of 2
7 years.

10 Sec. 3. Scope and Functions. The Interagency
11 Coordinating Council shall:
12 (a) gather and coordinate data on services for secondary
13 age youth with disabilities in transition from school to
14 employment, post-secondary education and training, and
15 community living;
16 (b) provide information, consultation, and technical
17 assistance to State and local agencies and local school
18 districts involved in the delivery of services to youth with
19 disabilities in transition from secondary school programs to
20 employment and other post-secondary programs;
21 (c) assist State and local agencies and school
22 districts, through local transition planning committees, in
23 establishing interagency agreements to assure the necessary
24 services for efficient and appropriate transition from school
25 to employment, post-secondary education and training, and
26 community living;
27 (d) conduct an annual statewide evaluation of student
28 transition outcomes and needs from information collected from
29 local transition planning committees, school districts, and
30 other appropriate sources; indicators used to evaluate
31 outcomes shall include (i) high school graduation or passage
32 of the Test of General Educational Development, (ii)
33 participation in post-secondary education, including

1 continuing and adult education, (iii) involvement in
2 integrated employment, supported employment, and work-based
3 learning activities, including vocational training, and (iv)
4 independent living, community participation, adult services,
5 and other post-secondary activities assessment of transition
6 needs and post-secondary school outcomes from information
7 supplied by local transition planning committees; and
8 (e) provide periodic in-service training to consumers in
9 developing and improving awareness of transition services.
