1 AN ACT in relation to public safety.
2 Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
4 Section 5. The Firearm Owners Identification Card Act is
5 amended by changing Sections 5 and 7 as follows:
6 (430 ILCS 65/5) (from Ch. 38, par. 83-5)
7 Sec. 5. The Department of State Police shall either
8 approve or deny all applications within 30 days from the date
9 they are received, and every applicant found qualified
10 pursuant to Section 8 of this Act by the Department shall be
11 entitled to a Firearm Owner's Identification Card upon the
12 payment of a $30 $5 fee. $3 of each fee derived from the
13 issuance of Firearm Owner's Identification Cards, or renewals
14 thereof, shall be deposited in the Wildlife and Fish Fund in
15 the State Treasury; $1 of such fee shall be deposited in the
16 General Revenue Fund in the State Treasury and $1 of such fee
17 shall be deposited in the Firearm Owner's Notification Fund.
18 Monies in the Firearm Owner's Notification Fund shall be used
19 exclusively to pay for the cost of sending notices of
20 expiration of Firearm Owner's Identification Cards under
21 Section 13.2 of this Act. Excess monies in the Firearm
22 Owner's Notification Fund shall be used to ensure the prompt
23 and efficient processing of applications received under
24 Section 4 of this Act. Of the additional moneys received by
25 the Department of State Police pursuant to the fee increase
26 imposed by this amendatory Act of the 92nd General Assembly,
27 a portion shall be deposited into the State Police Services
28 Fund and the remaining portion shall be deposited into the
29 Violence Prevention Fund, as determined by the Director of
30 State Police.

2 Sec. 7. Except as provided in Section 8 of this Act, a
3 Firearm Owner's Identification Card issued under the
4 provisions of this Act shall be valid for the person to whom
5 it is issued for a period of 3 5 years from the date of
6 issuance. The change in the period of validity of a Firearm
7 Owner's Identification Card made by this amendatory Act of
8 the 92nd General Assembly applies only to cards issued or
9 renewed on or after the effective date of this amendatory Act
10 of the 92nd General Assembly.
