1 HOUSE RESOLUTION
2 WHEREAS, The federal government plans to introduce new
3 train whistle-blowing regulations requiring locomotives to
4 sound warnings at all railroad crossings except where
5 specific high-tech devices have been installed that prevent
6 vehicles from crossing the tracks; and
7 WHEREAS, The Federal Railroad Administration said it is
8 proposing the regulations to reduce the number of
9 train-vehicle accidents at a time when freight traffic is
10 increasing; and
11 WHEREAS, Even though local governments throughout the
12 Chicago area have stated opposition to the federal policy,
13 the Federal Railroad Administration has ignored this
14 opposition; and
15 WHEREAS, Even residents of Fox River Grove, where the
16 tragic accident occurred involving a school bus and train
17 collision in 1995, oppose the policy; and
18 WHEREAS, In some communities, whistles do not stop until
19 about 3:00 a.m. and start again before 5:00 a.m., so there is
20 hardly two hours when uninterrupted sleep is possible;
21 therefore, be it
22 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
23 NINETY-FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
24 we hereby oppose the federal policy involving the new train
25 whistle-blowing regulations; and be it further
26 RESOLVED, That suitable copies of this resolution be
27 forwarded to the Federal Railroad Administration and to each
28 member of the Illinois congressional delegation.
