1 SENATE RESOLUTION
2 WHEREAS, It is with deepest sorrow that the Senate of the
3 State of Illinois learned of the death of one of our
4 respected colleagues, Representative Timothy H. Osmond of
5 Antioch on Tuesday, December 17, 2002; and
6 WHEREAS, Representative Osmond had served the citizens of
7 the 62nd District since his election to the House of
8 Representatives in 1998 and was re-elected to a third term in
9 November of 2002; he previously served as Antioch Township
10 Supervisor and Trustee as well as being an alternate delegate
11 to the Republican National Convention in 1992; and
12 WHEREAS, During the years he was a member of the
13 legislature, he was known as a strong voice for small
14 businesses and an advocate for education; he was involved in
15 legislation relating to industry, increasing security around
16 Illinois nuclear plants, and controlling crime; and
17 WHEREAS, Representative Osmond graduated from Antioch
18 Community High School in 1967; he received a Bachelor of
19 Business Degree from Western Illinois University in 1971 and
20 became a Certified Insurance Counselor in 1981; he married
21 JoAnn DeRue in Lake Villa on June 28, 1980; and
22 WHEREAS, Representative Osmond was the owner of Osmond
23 Insurance Service Ltd. and was a member of St. Peter Parish
24 in Antioch; he served as a volunteer paramedic on the Antioch
25 Rescue Squad for over 20 years and was chief of the squad
26 from 1995 to 1997; and
27 WHEREAS, Representative Osmond was a member of various
28 civic and business groups including the Antioch Chamber of
29 Commerce and Industry; the Antioch Lions Club, for which he
30 served as a past treasurer; the Antioch Rotary Club, for
31 which he was a past president and Community Service Award

1 Recipient in 1998; the Lakes Region Historical Society; the
2 Northern Illinois Conservation Club; the Antioch Republican
3 Club, for which he served as a past president; Ducks
4 Unlimited; and the North Central Association Visiting
5 Committee for Antioch Community High School; he was a Rotary
6 Exchange Student Host Parent; and
7 WHEREAS, The passing of Representative Timothy Osmond
8 will be felt most deeply by his devoted family and friends
9 who supported him throughout his public and private career,
10 especially his wife, JoAnn; his daughter, Colleen (Edmund)
11 Conarchy; his son, Michael Osmond; his brother, Robert (Judi)
12 Osmond; his sister, Mary Ellen (LeRoy) Gardino; his aunts,
13 Blanche Gavigan, Joanne Osmond, and Eileen Lewin; his father
14 and mother in law, Herbert and Dorothy DeRue; several nieces
15 and nephews; and many friends; therefore, be it
16 RESOLVED, BY THE SENATE OF THE NINETY-SECOND GENERAL
17 ASSEMBLY OF THE STATE OF ILLINOIS, that we express our most
18 sincere condolences to the family of Representative Timothy
19 H. Osmond, a respected colleague who will long be remembered;
20 and be it further
21 RESOLVED, That suitable copies of this resolution be
22 presented to the family of Representative Timothy H. Osmond.
