1 SENATE RESOLUTION
2 WHEREAS, The members of the Illinois Senate wish to
3 express their sincerest condolences to the family and friends
4 of John W. Clark of Macon, who passed away on July 3, 2002;
5 and
6 WHEREAS, John W. Clark was born on March 24, 1939, in
7 Willow Grove, Tennessee, the son of John William and Tula L.
8 Clark; he married Margaret Ann "Peggy" Brachear on December
9 14, 1961, in Riverton; and
10 WHEREAS, Mr. Clark worked in the family construction
11 company and developed an interest in and love for engineering
12 and construction; he was a graduate of Tennessee
13 Technological University in 1961 and began his career after
14 graduation with the Illinois Division of Highways in the
15 District Six office in Springfield; he then served with the
16 Army Corps of Engineers in Vicksburg, Mississippi from 1962
17 to 1964 as a soils specialist; he returned to District Six of
18 the Illinois Division of Highways in 1964 for six months
19 before transferring to the Bridge Office and serving as CE
20 III until 1968; from 1968 to 1974 he worked for two
21 consultants performing building and bridge design using
22 concrete, steel, and wood; and
23 WHEREAS, Mr. Clark served as a Project Manager,
24 structural engineer, and partner with Homer L. Chastain &
25 Associates; he was especially proud of being awarded a prize
26 for the Special Purpose category by the American Institute of
27 Steel Construction in 1982 for his design of the Galena River
28 Pedestrian Bridge in Galena, Illinois; in addition, he served
29 as Project Manager for the Central Tri-State Improvement for
30 the Illinois State Toll Highway Authority where he managed
31 the rehabilitation of two miles of the Tri-State Tollway that
32 included two major interchanges and five structures; this

1 project earned both an Honor Award and the most prestigious
2 award presented by the Consulting Engineers Council of
3 Illinois, the Eminent Conceptor Award, in 1994; and
4 WHEREAS, Mr. Clark was a former board member of the
5 Structural Engineers Association of Illinois and a member of
6 the American Society of Civil Engineers, the National Society
7 of Professional Engineers, the American Concrete Institute
8 and the American Institute of Steel Construction; he was a
9 member of Morningside Church of Christ; and
10 WHEREAS, The passing of John W. Clark will be deeply felt
11 by all who knew and loved him, especially his wife of 40
12 years, Margaret; his daughters, Gail (husband, Tyler)
13 Strickler, and Jana (husband, Daniel) Caldwell; his son, John
14 Craig (wife, Krista) Clark; his mother, Tula Clark; his
15 sisters, Betty (husband, Bruce) Dudley and Patricia Raitt
16 (husband Joe Bairian); his brother, Charles (wife, Mary)
17 Clark; his grandchildren, Marissa and Nicholas Strickler,
18 Evan, Patrick, and Ashlyn Caldwell, and Brandon Clark; and
19 his several nieces and nephews; therefore, be it
20 RESOLVED, BY THE SENATE OF THE NINETY-SECOND GENERAL
21 ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn, along with
22 all who knew him, the death of John W. Clark of Macon; and be
23 it further
24 RESOLVED, That a suitable copy of this resolution be
25 presented to the family of John W. Clark with our sincere
26 condolences.
