1 SENATE RESOLUTION
2 WHEREAS, The members of the Illinois Senate wish to
3 express their sincerest condolences to the family and friends
4 of Frances Cowan Clayborne, who passed away on June 18, 2002;
5 and
6 WHEREAS, Frances Cowan Clayborne was born in 1915 in
7 Wahalak, Mississippi to the late Will Cowan and Matilda
8 Nicholson; and
9 WHEREAS, On August 6, 1935, Frances Cowan was united in
10 marriage to the Reverend James D. Clayborne; to this union
11 five children were born; she was preceded in death by her
12 husband and her son, Frederick; and
13 WHEREAS, Mr. Clayborne confessed a hope in Christ at an
14 early age; she moved from East St. Louis after her marriage
15 and joined the Mount Zion Missionary Baptist Church; and
16 WHEREAS, Mrs. Clayborne learned a trade and received a
17 license to practice Cosmetology; and
18 WHEREAS, Frances, or "Big Mama" as she was affectionately
19 called by her grandchildren, was a quiet mannered, gentle,
20 unassuming, and soft spoken woman who could put you on the
21 right track in the event you happened to stray; and
22 WHEREAS, Mrs. Clayborne was an active member of the
23 Pastor's Wives Guild for many years; and
24 WHEREAS, The passing of Frances Cowan Clayborne will be
25 deeply felt by all who knew and loved her, especially her
26 children, Clarence, Dr. James F. Clayborne, Barbara (husband,
27 Johnny) King, and Geraldine (husband, Dr. Hillard) Scott; her
28 grandchildren, Cheri (husband, Gary) Smith, Celia (husband,
29 Clifton) Daniel, Dwight Holly, De'Juan Lockett, Johnny King
30 III, State Senator James (wife, Staci) Clayborne, Jocelyn

1 (husband, Tesfa) McKinley, Hilary L. Scott, and Cheryl
2 Clayborne; her step-grandchildren, Hillard D. Scott, Robin
3 (husband, Marcus) Stevenson, Pamela Clayton; her 23
4 great-grandchildren; her 2 great-great-grandchildren; her
5 brother, the Reverend William Cowan; her sisters-in-law, Mary
6 Spires, Mamie Bolden, Edna Clayborne, and Ophelia Clayborne;
7 her brother-in-law, Calvin Clayborne; her nieces; her
8 nephews; her devoted cousins, Ruth Naylor and Ike (wife,
9 Evie) Nicholson; and her other relatives and friends;
10 therefore, be it
11 RESOLVED, BY THE SENATE OF THE NINETY-SECOND GENERAL
12 ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn, along with
13 all who knew her, the death of Frances Cowan Clayborne; and
14 be it further
15 RESOLVED, That a suitable copy of this resolution be
16 presented to the family of Frances Cowan Clayborne with our
17 sincere condolences.
