1 SENATE RESOLUTION
2 WHEREAS, Expansion and improvement of the Northeastern
3 Illinois region's aviation capacity has been the subject of
4 debate for over 25 years; and
5 WHEREAS, On December 5, 2001, Mayor Richard M. Daley and
6 Governor George Ryan reached an agreement that will provide
7 for, among other items, the expansion of O'Hare International
8 Airport; and
9 WHEREAS, The enlargement of the O'Hare International
10 Airport land boundaries will result in the acquisition of
11 real property in the O'Hare region; and
12 WHEREAS, Such a change in the ownership status and uses
13 of property will have an impact upon the property tax
14 structure of the various units of local government and school
15 districts in the region; therefore, be it
16 RESOLVED BY THE SENATE OF THE NINETY-SECOND GENERAL
17 ASSEMBLY OF THE STATE OF ILLINOIS, that the Institute of
18 Government and Public Affairs at the University of Illinois
19 shall conduct a study that shall analyze property values and
20 the loss of property taxes on those parcels acquired or to be
21 acquired by the City of Chicago or any entity for airport
22 expansion purposes, including, but not limited to, airport
23 facilities and roadway improvements at or around O'Hare
24 International Airport; and be it further
25 RESOLVED, That the Institute of Government and Public
26 Affairs at the University of Illinois shall prepare a report
27 that shall contain the following information, including, but
28 not limited to:
29 (1) the names of the units of local government and
30 school districts losing property tax dollars;
31 (2) the dollar amount of lost property taxes to

1 each unit of local government and school district; and
2 (3) the classification of each parcel of real
3 property acquired by the City of Chicago or any entity
4 for airport expansion purposes; and be it further
5 RESOLVED, That the report shall include the impact on
6 property values of those parcels whose boundaries abut the
7 expanded airport boundaries and the impact on the units of
8 local government and school districts affected by the
9 variance in property values; and be it further
10 RESOLVED, That the report shall include the impact on the
11 property values of real property surrounding those parcels
12 abutting the expanded airport boundaries and the impact on
13 the units of local government and school districts affected
14 or potentially affected by the expansion; and be it further
15 RESOLVED, That the Institute of Government and Public
16 Affairs at the University of Illinois file the report on or
17 before November 11, 2002 with the Office of the Governor of
18 the State of Illinois, the Mayor of the City of Chicago, the
19 President of the Illinois Senate, the Speaker of the Illinois
20 House of Representatives, the Minority Leader of the Illinois
21 Senate, the Minority Leader of the Illinois House of
22 Representatives, the Director of the Illinois Department of
23 Revenue, and the State Superintendent of Education; and be it
24 further
25 RESOLVED, That copies of the report shall be distributed
26 by the Illinois Department of Revenue to all units of local
27 government whose tax base is affected or may be affected by
28 the expansion of O'Hare International Airport and copies
29 shall be distributed by the Illinois State Board of Education
30 to all school districts whose tax base is affected or may be
31 affected by the expansion of O'Hare International Airport.
