SENATE RESOLUTION
WHEREAS, The federal government provides payments to a
state for medical services provided by the state under a
Medicaid plan approved by the federal government; and
WHEREAS, The federal payments to a state are based on the
Federal Medical Assistance Percentage (FMAP) for that state,
which is computed from a formula that takes into account the
average per capita income for the state relative to the
national average; and
WHEREAS, The FMAP for Illinois is 50%, which means that
for every $1 in qualifying medical assistance expenditures
made by Illinois, Illinois is able to claim and receive $0.50
from the federal government; and
WHEREAS, The FMAP for Illinois does not adequately
reflect the population of Medicaid recipients in Illinois;
and
WHEREAS, The Illinois Congressional delegation is
attempting to secure an increase in the FMAP for Illinois;
therefore, be it
RESOLVED, BY THE SENATE OF THE NINETY-SECOND GENERAL
ASSEMBLY OF THE STATE OF ILLINOIS, that we support the
efforts of the Illinois Congressional delegation in
attempting to secure an increase in the FMAP for Illinois to
more adequately reflect the population of Medicaid recipients
in Illinois; and be it further
RESOLVED, That a suitable copy of this Resolution be sent
to each member of the Illinois Congressional delegation.
