1 SENATE RESOLUTION
2 WHEREAS, The health of our children is paramount; and
3 WHEREAS, Our children attend school for numerous hours a
4 day and our school buildings need to be environmentally safe;
5 and
6 WHEREAS, exposure limits to molds, which are forms of
7 multicellular fungi that live on plant or animal matter and
8 in indoor environments, have in some cases proven to result
9 in adverse health effects; and
10 WHEREAS, Instances of mold such as Cladosporium,
11 Penicillium, Alternaria, Aspergillus, Fusarium, Trichoderma,
12 Mucor, and Stachybotrys, have been reported to be present in
13 some elementary and secondary schools throughout our State;
14 therefore, be it
15 RESOLVED, BY THE SENATE OF THE NINETY-SECOND GENERAL
16 ASSEMBLY OF THE STATE OF ILLINOIS, that the Department of
17 Public Health shall convene a task force, appointed by the
18 Director, which shall examine the feasibility of adopting
19 guidelines to address mold in elementary and secondary
20 schools; and be it further
21 RESOLVED, That in conducting its examination, the task
22 force shall consider, among other things, the following:
23 1) the adverse health effects of exposure to molds on
24 children as well as adults;
25 2) the identification of the causes or origins of high
26 concentrations of molds in schools;
27 3) the latest scientific data or existing standards, if
28 any, adopted by authoritative bodies;
29 4) the feasibility of adopting remediation guidelines for

1 building materials contaminated with mold in schools that
2 would provide protection for occupants and cleanup personnel;
3 and
4 5) an estimate cost of mitigating high exposures of mold
5 in elementary and secondary schools; and be it further
6 RESOLVED, That the task force shall, at a minimum, be
7 comprised of representatives from the Illinois Department of
8 Public Health, the University of Illinois at Chicago School
9 of Public Health, the Illinois Department of Labor, the
10 Building Research Council at the University of Illinois, a
11 private environmental consulting firm that specializes in
12 mold remediation, an allergist/immunologist, and a certified
13 industrial hygienist; and be it further
14 RESOLVED, The Director shall appoint a Chairman; and be
15 it further
16 RESOLVED, That the task force shall meet at the call of
17 the Chairman, and shall report its findings and
18 recommendations concerning mold exposure in elementary and
19 secondary schools to the Senate by filing a copy of its
20 report with the Secretary of the Senate on or before January
21 1, 2003; and be it further
22 RESOLVED That upon filing its report the task force is
23 dissolved.
