1 SENATE RESOLUTION
2 WHEREAS, The members of the Illinois Senate wish to
3 express their sincere condolences to the family and friends
4 of Delois Stean Dale Mckinley, who passed away on May 23,
5 2001; and
6 WHEREAS, Delois Stean Dale Mckinley was born on December
7 26, 1946 in Scooba, Mississippi to Earnest and Gertrude
8 Nicholson Dale; she married Christopher McKinley on August 6,
9 1980; and
10 WHEREAS, Mrs. Mckinley attended Dunbar Elementary School,
11 Hughes Quinn Junior High School and Lincoln Senior High
12 School graduating in 1965; she received her bachelor's degree
13 and master's degree from Southern Illinois University at
14 Edwardsville and her Administrative Certificate from Sangamon
15 State University at Springfield; and
16 WHEREAS, Mrs. McKinley served as a third grade teacher
17 with School District 189 for over 27 years; in 1996, she
18 became principal of Alta Sita Elementary School in East St.
19 Louis, Illinois; and
20 WHEREAS, Mrs. McKinley was a member of Delta Sigma Theta
21 Sorority, Inc. where she served in various capacities
22 including as its president from 1998 to 2000; in addition,
23 she was a member of Friendship M.B. Church where she also
24 served in various capacities that included as a member of the
25 Trustee Ministry, as past Financial Secretary for over 25
26 years, as a Youth Sunday School Teacher, as Chairperson of
27 Women's Day, Church, and Pastor's Anniversary, and in 1993,
28 she coordinated the "Forever Love" Banquet for couple at
29 Friendship who renewed their wedding vows; and
30 WHEREAS, The passing of Delois Stean Dale McKinley will
31 be deeply felt by all who knew and loved her, especially her

1 husband, Christopher; her son, Donavan; her sister, Christine
2 (husband, Wheat); her niece, Adriann (husband, Marty); her
3 nephew, Anzslo "Mickey" (wife, Lavonda); her grand nephews,
4 Alex and Marques; her grand niece, Ashleigh; her father and
5 mother-in-law, Charles and Eula McKinley; her aunt, Ruby
6 Nicholson; her brother-in-law, Donald; her sisters-in-law,
7 Eloise and Debra; her grandmother-in-law, Everlene McKinley;
8 a host of nieces, nephews, cousins, staff and students of
9 Alta Sita School, Church family, and the Sisters of Delta
10 Sigma Theta; therefore, be it
11 RESOLVED, BY THE SENATE OF THE NINETY-SECOND GENERAL
12 ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn, along with
13 all who knew her, the death of Delois Stean Dale McKinley of
14 East St. Louis, Illinois; and be it further
15 RESOLVED, That a suitable copy of this resolution be
16 presented to the family of Delois Stean Dale McKinley with
17 our sincere condolences.
