2 NINETY-SECOND GENERAL ASSEMBLY

4 Senate Resolution No. 118
5 Offered by Senators Dudycz, Shadid and Munoz
6 WHEREAS, The Illinois Senate strives for the most
7 efficient and effective use of the State's resources; and
8 WHEREAS, A State agency's organizational structure
9 influences the manner by which it performs its established
10 mission and expends its funds in performance of its statutory
11 duties; and
12 WHEREAS, The Department of State Police is a valued
13 partner of municipal, county, federal, and other State-level
14 law enforcement agencies in the fight against crime and in
15 enforcing the traffic laws of this State; and
16 WHEREAS, The Department of State Police is a full-service
17 police agency, providing patrol, investigation, crime lab and
18 criminal history data repository services; and
19 WHEREAS, Due to the variety and breadth of valued law
20 enforcement services provided by the Department of State
21 Police, it holds a unique place in State government and in
22 the Illinois public safety community; and
23 WHEREAS, Over twenty years have passed since the
24 organizational design and sworn rank structure of the
25 Department of State Police has been thoroughly reviewed and
26 evaluated; and
27 WHEREAS, The Illinois Senate has delegated several
28 additional statutory duties and responsibilities to the
29 Department during the last two decades, including enhanced
30 commercial vehicle enforcement and diesel emission testing
31 programs; and

1 WHEREAS, It is the goal of the Illinois Senate for the
2 Department of State Police to operate at the optimum
3 performance level possible; therefore, be it
4 RESOLVED, BY THE SENATE OF THE NINETY-SECOND GENERAL
5 ASSEMBLY OF THE STATE OF ILLINOIS, that the Department of
6 State Police review and evaluate its varied duties and
7 responsibilities, table of organization, and sworn rank and
8 command structures as they relate to the most effective and
9 efficient use of the Department's resources while the
10 Department pursues its statutory mission; and be it further
11 RESOLVED, That the Department review all existing
12 commercial vehicle enforcement activities of State-level
13 agencies and evaluate existing enforcement programs with the
14 intent of identifying the most desirable method by which such
15 commercial vehicle enforcement should be delivered; and be it
16 further
17 RESOLVED, That the Department review the current
18 practice, policy and statutory authority regarding deployment
19 of personnel into areas under the jurisdiction of local law
20 enforcement agencies with the intent of identifying when such
21 practice is authorized and when it should be authorized; and
22 be it further
23 RESOLVED, That the Department of State Police review and
24 evaluate its hiring and promotion practices regarding women
25 and minorities; and be it further
26 RESOLVED, That the Department of State Police submit a
27 report of its findings and recommendations relating to (1)
28 the Department's organizational, command and rank structures;
29 (2) State-level commercial vehicle enforcement; (3)
30 deployment of personnel to areas under the jurisdiction of
31 local law enforcement; and (4) statutory duties and
32 responsibilities; and be it further

1 RESOLVED, That the report shall be submitted to the
2 Illinois Senate no later than January 1, 2002; and be it
3 further
4 RESOLVED, That a suitable copy of this resolution be
5 presented to the Director of the Illinois Department of State
6 Police.
