1 SENATE RESOLUTION
2 WHEREAS, The members of the Illinois Senate wish to
3 express their sincere condolences to the family and friends
4 of Ruth Scrivner, who recently passed away; and
5 WHEREAS, Ruth Scrivner was born in East St. Louis,
6 Illinois, on September 30, 1907; she was a 1929 graduate of
7 Washington University School of Nursing and received advanced
8 education at the University of Missouri, Columbia; after
9 graduation she taught nursing and medical students at
10 Washington University and served as a supervising surgical
11 nurse at Barnes Hospital; and
12 WHEREAS, Ruth Scrivner was a member of the St. Clair
13 County Women's Medical Auxiliary for more than fifty years,
14 serving as its president from 1952 to 1953; she was elected
15 president of the Women's Auxiliary to the Illinois State
16 Medical Society from 1964 to 1965; she served as the national
17 president of the Women's Auxiliary to the American Medical
18 Association from 1973 to 1974; through her hard work the
19 membership in the Women's Auxiliary increased to over 100,000
20 physicians' wives; and
21 WHEREAS, Ruth Scrivner was active in the Red Cross and
22 served on the board of directors to the American Red Cross in
23 St. Clair County; she led the initiative to expand the Signal
24 Hill School Board 181 from three to seven members and was
25 later elected the first woman to serve on the Board as well
26 as the Board's first woman president; she later led for the
27 establishment of the Signal Hill School Foundation by
28 becoming the first donor; and
29 WHEREAS, Mrs. Scrivner was a member and president of the
30 Junior Service Club of East St. Louis, Illinois, from 1946 to
31 1947; she was on the board of directors of the Visiting
32 Nurses Association, St. Clair County from 1948 to 1953; she

1 served on the steering committee of the Family Agency of
2 Southwestern Illinois from 1958 to 1966; she was an active
3 supported of the United Way for East St. Louis for over 25
4 years; and she assisted in establishing the Home Care
5 Association of St. Clair County, serving on the board from
6 1961 to 1969; and
7 WHEREAS, Ruth Scrivner was appointed by two Illinois
8 Governors to the White House Conference on Aging in 1961 and
9 1973; she was selected by the St. Louis Globe Democrat as a
10 Woman of Achievement in 1973; and from 1974 to 1999 she
11 served as trustee and trustee emeritus on the board of
12 directors of Belleville Memorial Hospital; and
13 WHEREAS, The passing of Ruth Scrivner will be deeply felt
14 by all who knew and loved her, especially her sons, Peter C.
15 (wife, Ellen) Scrivner, and Roger M. (wife, Marcia) Scrivner;
16 his grandchildren, Anne Scrivner, Tom Scrivner, Jay (wife,
17 Sunni) Scrivner, Andrew Scrivner, Amy (husband, John)
18 Driscoll, and Melinda Howard; she was preceded in her death
19 by her husband of more than sixty-seven years, Dr. Willard C.
20 Scrivner; therefore, be it
21 RESOLVED, BY THE SENATE OF THE NINETY-SECOND GENERAL
22 ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing
23 of Ruth Scrivner of Belleville, Illinois and extend our
24 thoughts to her family and friends at this time; and be it
25 further
26 RESOLVED, That a suitable copy of this resolution be
27 presented to the family of Ruth Scrivner.
