1 AMENDMENT TO SENATE RESOLUTION 38
2 AMENDMENT NO. . Amend Senate Resolution 38 as
3 follows:
4 on page 1, by replacing lines 2 through 31 with the
5 following:
6 "WHEREAS, Exotic and invasive aquatic species have done
7 irreparable damage to the Great Lakes and the land and water
8 resources of the country; and
9 WHEREAS, The discharge of ballast water and sediments
10 from commercial shipping vessels is a primary pathway for
11 introducing new aquatic nuisance species and spreading
12 established aquatic nuisance species; and
13 WHEREAS, Eight out of ten new aquatic nuisance species
14 come into the country via ballast water; and
15 WHEREAS, Exotic and invasive aquatic species control and
16 prevention requires significant coordination at state,
17 federal, and international levels; and
18 WHEREAS, In an effort to control the introduction and
19 spread of aquatic nuisance species, Illinois should explore
20 solutions to prevent the introduction and spread of aquatic
21 nuisance species into Lake Michigan waters; therefore be it

1 RESOLVED, BY THE SENATE OF THE NINETY-SECOND GENERAL
2 ASSEMBLY OF THE STATE OF ILLINOIS, that the Department of
3 Natural Resources, the Environmental Protection Agency, and
4 the Illinois International Port Authority shall study
5 preventing the introduction and minimizing the spread of
6 aquatic nuisance species within Illinois waters; and be it
7 further
8 RESOLVED, That the study shall (i) analyze how to best
9 abate harmful ecological, economic, social, and public health
10 impacts from aquatic nuisance species infestations within
11 Illinois waters, (ii) make recommendations regarding how to
12 best implement an aquatic nuisance species prevention program
13 in Illinois and provide for interstate collaboration, taking
14 into consideration all available scientific information,
15 technologies, and practices, and economic impacts of such
16 measures, and analyze the possible costs and sources of
17 funding to implement their recommendations, and (iii) analyze
18 possible costs and sources of funding for carrying out the
19 federally approved Department of Natural Resources
20 Comprehensive Management Plan for Aquatic Nuisance Species in
21 Illinois; and be it further
22 RESOLVED, That the Department of Natural Resources, the
23 Environmental Protection Agency, and the Illinois
24 International Port Authority fully participate in interstate
25 and federal studies currently underway to address the control
26 and prevention of the spread of exotic and invasive aquatic
27 species; and be it further
28 RESOLVED, That the Department of Natural Resources, the
29 Environmental Protection Agency, and the Illinois
30 International Port Authority report (i) the findings and
31 recommendations of the study and (ii) progress made with the
32 interstate and federal studies to the Senate of the State of
33 Illinois on or before January 15, 2002; and be it further

1 RESOLVED, That suitable copies of this resolution be
2 delivered to the Director of Natural Resources, the Director
3 of the Environmental Protection Agency, and the Chairman of
4 the Illinois International Port Authority." and
5 on page 2, by deleting lines 1 through 19.
