4 Senate Joint Resolution No. 72
5 Offered by Senator Kathleen K. Parker
6 WHEREAS, The mission of the Illinois State Toll Highway
7 Authority is to provide and promote a safe and efficient
8 system of toll highways; and
9 WHEREAS, The Tollway, comprised of the Northwest, the
10 Tri-State, the East-West, and the North-South Tollways,
11 consists of 274 miles (1,650 lane miles), 539 bridge
12 structures, 20 mainline plazas, and 47 ramp plazas; and
13 WHEREAS, The Toll Highway Authority reported a
14 $374,100,000 budget for 2002, consisting of revenue of
15 $353,900,000 from tolls, $15,200,000 from interest income,
16 and $5,000,000 from concessions and other sources, and
17 expenditures of $180,200,000 for maintenance and operations,
18 $105,500,000 for renewal and replacement, $79,700,000 for
19 debt service, and $8,700,000 for improvements; and
20 WHEREAS, Thousands of Illinois citizens travel the
21 Tollway system on a daily basis and pay the tolls used to
22 finance Tollway operations; and
23 WHEREAS, Given the impact of the Tollway on its users, as
24 well as on the transportation needs of the State, it is
25 important that the management and operation of the Tollway be
26 reviewed to ensure that it is making efficient and economical
27 use of its resources; therefore, be it
28 RESOLVED, BY THE SENATE OF THE NINETY-SECOND GENERAL
29 ASSEMBLY OF THE STATE OF ILLINOIS, THE HOUSE OF
30 REPRESENTATIVES CONCURRING HEREIN, that we respectfully
31 direct the Illinois Auditor General to undertake a management
32 audit of the Illinois State Toll Highway Authority to

1 determine whether the Toll Highway Authority is managing or
2 using its resources, including toll and investment-generated
3 revenue, personnel, property, equipment, and space, in an
4 economical and efficient manner; and be it further
5 RESOLVED, That the audit shall make recommendations to
6 correct any inefficiencies or uneconomical practices; and be
7 it further
8 RESOLVED, That the audit shall, in addition, examine the
9 process by which the Authority collects, transports, counts,
10 and deposits toll collections; and be it further
11 RESOLVED, That the Auditor General shall complete this
12 audit within one year of the date of final passage of this
13 resolution; and be it further
14 RESOLVED, That the Authority shall pay for the cost of
15 this management audit; and be it further
16 RESOLVED, That copies of this resolution be delivered to
17 the Auditor General and the Illinois State Toll Highway
18 Authority.
