1 SENATE JOINT RESOLUTION
2 WHEREAS, The construction and operation of a third
3 airport to serve the greater Chicago area would have
4 tremendous impact upon the south suburban communities of that
5 region, and a well-informed decision upon such an airport
6 must be based on a thorough and deliberate study of that
7 impact; and
8 WHEREAS, An airport's impact upon the environment is
9 long-lasting and may range from air and water pollution to
10 noise levels that disrupt educational and medical facilities
11 and disturb both human and animal populations over a great
12 distance; and
13 WHEREAS, The deleterious effects of an airport upon a
14 community's existing physical infra-structure, in terms of
15 deterioration and repair, may be dwarfed by the acceleration
16 of the community's future infra-structure needs to meet
17 traffic, utility, and emergency services demands generated by
18 the operation of an airport; and
19 WHEREAS, Precious financial resources, such as local tax
20 dollars and tax revenue sharing for local communities, may be
21 diverted from local expenditures for law enforcement,
22 schools, services for home-bound senior citizens, and
23 transportation for the disabled in order to deal with the
24 consequences of a third airport; and
25 WHEREAS, The financial drain of a new airport upon
26 communities may occur simultaneously with declining property
27 values, losses in employment, housing shortages, and
28 increased costs of living; and
29 WHEREAS, The myriad concerns raised by the possibility of
30 a third airport in the greater Chicago area warrant a
31 thoughtful and detailed investigation into the probable

1 impact of such a facility upon the south suburban communities
2 of that region; therefore, be it
3 RESOLVED BY THE SENATE OF THE NINETY-SECOND GENERAL
4 ASSEMBLY OF THE STATE OF ILLINOIS, THE HOUSE OF
5 REPRESENTATIVES CONCURRING HEREIN, that we request Chicago
6 State University to conduct a study of the impact upon the
7 south suburban communities of the construction and operation
8 of a third airport to serve the greater Chicago area, and
9 that we request that the study address all aspects of impact,
10 including but not limited to the impact upon the economy,
11 infra-structure, transportation, employment, health and human
12 services, education, environment, crime, and quality of life;
13 and be it further
14 RESOLVED, That we request that Chicago State University
15 report upon its study to the General Assembly by January 15,
16 2002; and be it further
17 RESOLVED, That a copy of this resolution be presented to
18 the President of Chicago State University.
