1 SENATE JOINT RESOLUTION
2 WHEREAS, Members of the General Assembly have been
3 involved with hunting dog field trialing over the past
4 several years and have assisted Illinois citizens with
5 matters involving preserving, enhancing, and expanding the
6 sport of field trialing on public land; and
7 WHEREAS, The General Assembly enacted Public Act 87-1051
8 which designated several public sites for hunting dog field
9 trialing and provided appropriate periods of time for these
10 field trials to be held; and
11 WHEREAS, Members of the General Assembly have interceded
12 on behalf of Illinois citizens to resolve matters in dispute
13 with State and federal agencies; and
14 WHEREAS, The General Assembly realizes that the sport of
15 field trialing has a long and well established history in
16 Illinois dating back to prestigious events such as the
17 American Field Quail Futurity and the All-American Quail
18 Championship, trials no longer held in Illinois; and
19 WHEREAS, The sport of field trialing has avid followers
20 from around the United States from which Illinois receives
21 economic benefit; the sport of field trialing has been in
22 some decline in Illinois due to the loss of public land on
23 which to contest the sport; through positive action, the
24 State of Illinois can once again become a leader in the
25 sport; and
26 WHEREAS, There is a compelling need to provide a bright
27 future for the sport of field trialing for future
28 generations; therefore, be it
29 RESOLVED, BY THE SENATE OF THE NINETY-SECOND GENERAL
30 ASSEMBLY OF THE STATE OF ILLINOIS, THE HOUSE OF
31 REPRESENTATIVES CONCURRING HEREIN, that the Department of

1 Natural Resources is strongly encouraged to develop the
2 recently acquired Perry County area for horseback and other
3 field trials, and to devote enough acreage on the Perry
4 County area to develop six championship horseback field trial
5 courses of sufficient length and quality to ensure field
6 trials of the highest order can be contested; and be it
7 further
8 RESOLVED, That the most modern habitat restoration and
9 management practices be employed on the Perry County area to
10 develop wild game and gamebird populations of a magnitude to
11 support these field trials; that field trial facilities of
12 sufficient quality and number including stables, parking
13 lots, pastures, dog kennels, clubhouses, and other such
14 facilities, as may be required, be developed in the Perry
15 County area; and that priority be given to field trial
16 interests in the Perry County area; and be it further
17 RESOLVED, The Department of Natural Resources is strongly
18 encouraged to consider additional land acquisition in
19 Hamilton County in the vicinity of its existing properties to
20 expand field trialing where the sport has enjoyed a long
21 history; and be it further
22 RESOLVED, That a suitable copy of this resolution be
23 delivered to the Department of Natural Resources.
