1 AN ACT making appropriations and reappropriations.
2 Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
4 Section 5. The sum of $143,525, or so much thereof as
5 may be necessary and remains unexpended at the close of
6 business on June 30, 2002, from a reappropriation made for
7 such purpose in Article 8, Section 5 of Public Act 92-8, is
8 reappropriated from the Capital Development Fund to the
9 Illinois Community College Board for distribution as grants
10 to community colleges for technology infrastructure
11 improvements. No contract shall be entered into or
12 obligation incurred for any expenditures from the
13 appropriation made in this Section until after the purposes
14 and amounts have been approved in writing by the Governor.
15 Section 10. The sum of $73,396, or so much thereof as
16 may be necessary and remains unexpended at the close of
17 business on June 30, 2002, from a reappropriation made for
18 such purpose in Article 8, Section 10 of Public Act 92-8, is
19 reappropriated from the Capital Development Fund to the
20 Illinois Community College Board for distribution as grants
21 to community colleges for technology infrastructure
22 improvements. No contract shall be entered into or obligation
23 incurred for any expenditures from the appropriation made in
24 this Section until after the purposes and amounts have been
25 approved in writing by the Governor.
26 Section 15. The following named amounts, or so much
27 thereof as may be necessary, respectively, for the objects
28 and purposes hereinafter named, are appropriated from the
29 General Revenue Fund to the Illinois Community College Board
30 for ordinary and contingent expenses:

15 Section 20. The sum of $53,500, or so much thereof as
16 may be necessary, is appropriated from the Education
17 Assistance Fund to the Illinois Community College Board for
18 the contractual services of the Central Office.
19 Section 25. The sum of $250,000, or so much thereof as
20 may be necessary, is appropriated from the General Revenue
21 Fund to the Illinois Community College Board for the
22 development of core values and leadership initiatives.
23 Section 30. The sum of $20,000,000, or so much thereof
24 as may be necessary, is appropriated from the Illinois
25 Community College Board Contracts and Grants Fund to the
26 Illinois Community College Board to be expended under the
27 terms and conditions associated with the moneys being
28 received.
29 Section 35. The sum of $2,500,000, or so much thereof as
30 may be necessary, is appropriated from the ICCB Adult

1 Education Fund to the Illinois Community College Board for
2 operational expenses associated with administration of adult
3 education and literacy activities.
4 Section 40. The sum of $1,000,000, or so much thereof as
5 may be necessary, is appropriated from the Career and
6 Technical Education Fund to the Illinois Community College
7 Board for operational expenses associated with the
8 administration of career and technical education activities.
9 Section 45. The following named amounts, or so much
10 thereof as may be necessary, respectively, are appropriated
11 from the General Revenue Fund to the Illinois Community
12 College Board for distribution to qualifying public community
13 colleges for the purposes specified:

27 Section 50. The sum of $2,200,000, or so much thereof as
28 may be necessary, is appropriated from the General Revenue
29 Fund to the Illinois Community College Board for grants to
30 operate an educational facility in the former community
31 college district #541 in East St. Louis.

1 Section 55. The sum of $1,210,000, or so much thereof as
2 may be necessary, is appropriated from the General Revenue
3 Fund to the Illinois Community College Board for special
4 initiative grants.
5 Section 60. The sum of $333,000, or so much thereof as
6 may be necessary, is appropriated from the General Revenue
7 Fund to the Illinois Community College Board for matching
8 grants to Illinois public community college foundations.
9 Section 65. The sum of $40,998,900, or so much thereof
10 as may be necessary, is appropriated from the Education
11 Assistance Fund to the Illinois Community College Board for
12 distribution as Base Operating Grants.
13 Section 70. The sum of $25,000, or so much thereof as may
14 be necessary, is appropriated from the Education Assistance
15 Fund to the Illinois Community College Board for a grant for
16 expenses associated with the former Illinois Occupational
17 Information Coordinating Committee.
18 Section 75. The sum of $125,000, or so much thereof as
19 may be necessary, is appropriated from the General Revenue
20 Fund to the Illinois Community College Board for awarding
21 scholarships to qualifying graduates of the Lincoln's
22 Challenge Program.
23 Section 80. The sum of $910,000, or so much thereof as
24 may be necessary, is appropriated from the AFDC Opportunities
25 Fund to the Illinois Community College Board for grants to
26 colleges for workforce training and technology and operating
27 costs of the Board for those purposes.
28 Section 85. The sum of $10,000 or so much thereof as may

1 be necessary, is appropriated from the Video Conferencing
2 User Fund to the Illinois Community College Board for video
3 conferencing expenses.
4 Section 90. The following named amounts, or so much of
5 those amounts as may be necessary, for the objects and
6 purposes named, are appropriated to the Illinois Community
7 College Board for adult education and literacy activities:
8 From the General Revenue Fund:
9 For payment of costs associated with
10 education and educational-related services to
11 local eligible providers for adult education and
12 literacy........................................ $16,762,100
13 For payment of costs associated with
14 education and educational-related services to
15 local eligible providers for performance-based

5 associated with career and technical education

15 Section 100. The amount of $50,000, or so much thereof
16 as may be necessary and remains unexpended at the close of
17 business on June 30, 2002, from an appropriation heretofore
18 made for such purpose in Article 8, Section 115 of Public Act
19 92-8, is reappropriated from the Fund for Illinois' Future to
20 the Illinois Community College Board for a grant to Malcolm X
21 College for youth athletic programs.
22 Section 105. The sum of $814,444, or so much thereof as
23 may be necessary and remains unexpended at the close of
24 business on June 30, 2002, from an appropriation heretofore
25 made for such purpose in Article 8, Section 120 of Public Act
26 92-8, is reappropriated from the Capital Development Fund to
27 the Illinois Community College Board for digitalization
28 infrastructure for Black Hawk College television station
29 WQPT-TV (Moline-Sterling), in addition to amounts previously
30 appropriated. No contract shall be entered into or
31 obligation incurred for any expenditures from the
32 appropriation made in this Section until after the purposes

1 and amounts have been approved in writing by the Governor.
2 Section 999. Effective date. This Act takes effect on
3 July 1, 2002.
