13 Section 2.3. The sum of $2,000,000, or so much thereof
14 as may be necessary, is appropriated from the International
15 Tourism Fund from revenues received prior to January 1, 2000,
16 to the Department of Commerce and Community Affairs for
17 grants, contracts, and administrative expenses associated
18 with the Abraham Lincoln Presidential Library and Museum,
19 including prior year costs.
20 Section 2.4. The sum of $50,000, or so much thereof as
21 may be necessary and remains unexpended at the close of
22 business on June 30, 2002, from reappropriations heretofore
23 made for such purpose in Article 35, Section 25 of Public Act
24 92-8, as amended, is reappropriated from the General Revenue
25 Fund to the Department of Commerce and Community Affairs for
26 a study of the Convention and Sports Arena in Joliet.

4 Section 3.4. The sum of $4,000,000, or so much thereof
5 as may be necessary and remains unexpended at the close of
6 business on June 30, 2002, from an appropriation heretofore
7 made in Article 35, Section 286 of Public Act 92-8, is is
8 appropriated from the General Revenue Fund to the Department
9 of Commerce and Community Affairs for a grant to the City
10 Colleges of Chicago for all costs associated with technology
11 improvements, including, but not limited to the purchase of
12 equipment, software and administration.
13 Section 3.5. The sum of $1,000,000, or so much thereof
14 as may be necessary and remains unexpended at the close of
15 business on June 30, 2002, from an appropriation heretofore
16 made in Article 35, Section 287 of Public Act 92-8, is
17 reappropriated from the General Revenue Fund to the
18 Department of Commerce and Community Affairs for a grant to
19 the City of Chicago for the Jobs for Summer Youth Program.
20 Section 3.6. The sum of $490,000, or so much thereof as
21 may be necessary and remains unexpended at the close of
22 business on June 30, 2002, from an appropriation heretofore
23 made in Article 35, Section 33 of Public Act 92-8, is
24 reappropriated from the General Revenue Fund to the
25 Department of Commerce and Community Affairs for grants and
26 administrative expenses related to the Illinois Technology
27 Enterprise Corporation Program, including prior year costs.
28 Section 3.7. The amount of $29,000,000, or so much
29 thereof as may be necessary and remains unexpended at the
30 close of business on June 30, 2002, from an appropriation

1 heretofore made in Article 35, Section 36 of Public Act 92-8,
2 as amended, is reappropriated from the Capital Development
3 Fund to the Department of Commerce and Community Affairs for
4 a grant to the DuPage Airport Authority for planning, design
5 and access infrastructure related to the hi-tech business
6 campus.
7 Section 3.8. The amount of $6,000,000, or so much
8 thereof as may be necessary and remains unexpended at the
9 close of business on June 30, 2002, from an appropriation
10 heretofore made in Article 35, Section 37 of Public Act 92-8,
11 as amended, is reappropriated from the Capital Development
12 Fund to the Department of Commerce and Community Affairs for
13 a grant for planning, design, construction, and all other
14 costs associated with a new Ford Technical Training Center.
15 Section 3.9. The amount of $1,500,000, or so much
16 thereof as may be necessary and remains unexpended at the
17 close of business on June 30, 2002, from an appropriation
18 heretofore made in Article 35, Section 33 of Public Act 92-8,
19 as amended, is reappropriated from the Tobacco Settlement
20 Recovery Fund to the Department of Commerce and Community
21 Affairs for grants and administrative expenses for the
22 Illinois Technology Enterprise Corporation Program, including
23 prior year costs.

10 reappropriated from the General Revenue Fund to the
11 Department of Commerce and Community Affairs for a grant to
12 the Lincoln Foundation for Business Excellence to administer
13 the Lincoln Awards for Excellence Program.
14 Section 4.4. The amounts of $2,500,000, and $1,701,305,
15 or so much thereof as may be necessary and as remain
16 unexpended at the close of business on June 30, 2002, from an
17 appropriation and reappropriation heretofore made for such
18 purpose in Article 35, Section 51 of Public Act 92-8, as
19 amended, are reappropriated from the Capital Development Fund
20 to the Department of Commerce and Community Affairs for a
21 grant to Argonne National Laboratory for the "TRUE GRID

4 Development Fund to the Department of Commerce and Community

7 infrastructure improvements and capital projects, including

9 Section 62. The sum of $2,000, or so much thereof as may
10 be necessary, and remains unexpended at the close of business
11 on June 30, 2002, from a reappropriation heretofore made in
12 Article 35, Section 219 of Public Act 92-8, as amended, is
13 reappropriated from the Fund for Illinois' Future to the
14 Department of Commerce and Community Affairs for a grant to
15 the Indo-American Center for the purpose of promoting
16 relations within the community.
17 Section 63. The sum of $250,000, or so much thereof as
18 may be necessary and remains unexpended at the close of
19 business on June 30, 2002, from a reappropriation heretofore
20 made in Article 35, Section 228 of Public Act 92-8, as
21 amended, is reappropriated from the Fund for Illinois' Future
22 to the Department of Commerce and Community Affairs for a
23 grant to the City of East St. Louis for the rehabilitation of
24 the fire station at 18th and Broadway and the purchase of a
25 fire truck.
26 Section 64. The sum of $1,039,788, or so much thereof as
27 may be necessary and remains unexpended at the close of
28 business on June 30, 2002, from a reappropriation heretofore
29 made for such purposes in Article 35, Section 229 of Public
30 Act 92-8, as amended, is reappropriated from the Capital
31 Development Fund to the Department of Commerce and Community

1 Affairs for a grant to the City of Carlinville for
2 construction of an indoor sports facility.
3 Section 65. The sum of $25,000, or so much thereof as
4 may be necessary and remains unexpended at the close of
5 business on June 30, 2002, from a reappropriation heretofore
6 made for such purposes in Article 35, Section 232 of Public
7 Act 92-8, as amended, is reappropriated from the Capital
8 Development Fund to the Department of Commerce and Community
9 Affairs for a grant to the Chicago Park District for all
10 costs associated with the acquisition and development of
11 property to expand Leland Giants Park.
12 Section 66. The sum of $50,000, or so much thereof as
13 may be necessary and remains unexpended at the close of
14 business on June 30, 2002, from a reappropriation heretofore
15 made for such purposes in Article 35, Section 236 of Public
16 Act 92-8, as amended, is reappropriated from the Capital
17 Development Fund to the Department of Commerce and Community
18 Affairs for a grant to the Chicago Park District for a
19 running track.
20 Section 67. The sum of $425,000, or so much thereof as
21 may be necessary and remains unexpended at the close of
22 business on June 30, 2002, from a reappropriation heretofore
23 made for such purposes in Article 35, Section 238 of Public
24 Act 92-8, as amended, is reappropriated from the Capital
25 Development Fund to the Department of Commerce and Community
26 Affairs for a grant to the Boys & Girls Club of Greater
27 Peoria, Inc. for capital improvements.
28 Section 68. The sum of $38,000, or so much thereof as
29 may be necessary and remains unexpended at the close of
30 business on June 30, 2002, from a reappropriation heretofore

1 made for such purposes in Article 35, Section 240 of Public
2 Act 92-8, as amended, is reappropriated from the Capital
3 Development Fund to the Department of Commerce and Community
4 Affairs for a grant to the Cook County Forest Preserve for
5 capital improvements at LaBagh Woods.
6 Section 69. The sum of $250,000, or so much thereof as
7 may be necessary and remains unexpended at the close of
8 business on June 30, 2002, from a reappropriation heretofore
9 made for such purposes in Article 35, Section 241 of Public
10 Act 92-8, as amended, is reappropriated from the Capital
11 Development Fund to the Department of Commerce and Community
12 Affairs for costs associated with pool reconstruction at
13 Hegler Park in the City of LaSalle.
14 Section 70. The sum of $172,950, or so much thereof as
15 may be necessary and remains unexpended at the close of
16 business on June 30, 2002, from a reappropriation heretofore
17 made in Article 35, Section 243 of Public Act 92-8, as
18 amended, is reappropriated from the Fund for Illinois' Future
19 to the Department of Commerce and Community Affairs for
20 grants to various community, civic, not-for-profit and
21 business development organizations.
22 Section 71. The sum of $30,000, or so much thereof as
23 may be necessary and remains unexpended at the close of
24 business on June 30, 2002, from a reappropriation heretofore
25 made in Article 35, Section 244 of Public Act 92-8, as
26 amended, is reappropriated from the Fund for Illinois' Future
27 to the Department of Commerce and Community Affairs for a
28 grant to the Community Youth Organization for funding for
29 after school programs.
30 Section 72. The sum of $38,000, or so much thereof as

8 Section 73. The sum of $100,000, or so much thereof as
9 may be necessary and remains unexpended at the close of
10 business on June 30, 2002, from a reappropriation heretofore
11 made in Article 35, Section 246 of Public Act 92-8, as
12 amended, is reappropriated from the Fund for Illinois' Future
13 to the Department of Commerce and Community Affairs for
14 grants to units of local government and not-for-profit
15 organizations for infrastructure improvements including but
16 not limited to planning, construction, reconstruction,
17 renovation, equipment, vehicles for senior citizen services,
18 and for all costs associated with economic development
19 programs, educational training and programs, public health
20 programs and public safety programs.
21 Section 74. The sum of $340,000, or so much thereof as
22 may be necessary and remains unexpended at the close of
23 business on June 30, 2002, from a reappropriation heretofore
24 made in Article 35, Section 247 of Public Act 92-8, as
25 amended, is reappropriated from the Fund for Illinois' Future
26 to the Department of Commerce and Community Affairs for
27 grants to units of local government and not-for-profit
28 organizations for infrastructure improvements including but
29 not limited to planning, construction, reconstruction,
30 renovation, equipment, supplies and all costs associated with
31 economic development programs, educational training and
32 programs, community services, public health programs, and

2 Section 75. The sum of $332,151, or so much thereof as
3 may be necessary and remains unexpended at the close of
4 business on June 30, 2002, from a reappropriation heretofore
5 made in Article 35, Section 248 of Public Act 92-8, as
6 amended, is reappropriated from the Fund for Illinois' Future
7 to the Department of Commerce and Community Affairs for
8 grants to units of local government, educational facilities
9 and not-for-profit organizations for municipal, recreational,
10 educational, and public safety infrastructure improvements
11 and other expenses, including but not limited to training,
12 planning, construction, reconstruction, renovation,
13 utilities, and equipment, and all costs associated with
14 economic development programs, educational training and
15 programs, community services, public health programs, and
16 public safety programs.
17 Section 76. The sum of $274,000, or so much thereof as
18 may be necessary and remains unexpended at the close of
19 business on June 30, 2002, from a reappropriation heretofore
20 made in Article 35, Section 249 of Public Act 92-8, as
21 amended, is reappropriated from the Fund for Illinois' Future
22 to the Department of Commerce and Community Affairs for
23 grants to units of local government, educational facilities
24 and not-for-profit organizations for infrastructure
25 improvements including, but not limited to salaries,
26 miscellaneous operational expenses, program expenses, and
27 material and printing costs, and planning, construction,
28 reconstruction, renovation, utilities and equipment.
29 Section 77. The amount of $20,000, or so much thereof as
30 may be necessary and remains unexpended at the close of
31 business on June 30, 2002, from a reappropriation heretofore

2 amended, is reappropriated from the Fund for Illinois' Future

6 may be necessary and remains unexpended at the close of
7 business on June 30, 2002, from a reappropriation heretofore
8 made for such purposes in Article 35, Section 252 of Public
9 Act 92-8, as amended, is reappropriated from the Capital
10 Development Fund to the Department of Commerce and Community
11 Affairs for grants to governmental units and educational
12 facilities for all costs associated with infrastructure
13 improvements.
14 Section 79. The sum of $1,972,552, or so much thereof as
15 may be necessary and remains unexpended at the close of
16 business on June 30, 2002, from a reappropriation heretofore
17 made in Article 35, Section 253 of Public Act 92-8, as
18 amended, is reappropriated from the Fund for Illinois' Future
19 to the Department of Commerce and Community Affairs for the
20 administrative costs associated with the Department's
21 facilitation of infrastructure improvements, or for grants to
22 governmental units and educational facilities and
23 not-for-profit organizations for all costs associated with
24 infrastructure improvements, miscellaneous purchases, and
25 operating expenses.
26 Section 80. The sum of $449,846, or so much thereof as
27 may be necessary and remains unexpended at the close of
28 business on June 30, 2002, from a reappropriation heretofore
29 made for such purposes in Article 35, Section 254 of Public
30 Act 92-8, as amended, is reappropriated from the Fund for
31 Illinois' Future to the Department of Commerce and Community

2 facilities and not-for-profit organizations for education and
3 training, infrastructure improvements and other capital
4 projects, including but not limited to planning,

8 public safety programs, and other programs and activities.
9 Section 81. The amount of $50,000, or so much thereof as
10 may be necessary and remains unexpended at the close of
11 business on June 30, 2002, from a reappropriation heretofore
12 made for such purposes in Article 35, Section 255 of Public
13 Act 92-8, as amended, is reappropriated from the Capital
14 Development Fund to the Department of Commerce and Community
15 Affairs for grants to local governments for infrastructure
16 improvements.
17 Section 82. The sum of $1,200,000, or so much thereof as
18 may be necessary and remains unexpended at the close of
19 business on June 30, 2002, from a reappropriation heretofore
20 made for such purposes in Article 35, Section 256 of Public
21 Act 92-8, as amended, is reappropriated from the Capital
22 Development Fund to the Department of Commerce and Community
23 Affairs for all costs associated with construction of a pool
24 at Wolf Lake in the City of Chicago.
25 Section 83. The sum of $30,000, or so much thereof as
26 may be necessary and remains unexpended at the close of
27 business on June 30, 2002, from a reappropriation heretofore
28 made for such purposes in Article 35, Section 257 of Public
29 Act 92-8, as amended, is reappropriated from the Fund for
30 Illinois' Future to the Department of Commerce and Community
31 Affairs for a grant to the Little Village Chamber of

2 Section 84. The amount of $25,852,096, or so much
3 thereof as may be necessary, and remains unexpended at the
4 close of business on June 30, 2002, from a reappropriation
5 heretofore made in Article 35, Section 261 of Public Act
6 92-8, as amended, is reappropriated from the Fund for
7 Illinois' Future to the Department of Commerce and Community
8 Affairs for the administrative costs associated with the
9 Department's facilitation of infrastructure improvements, or
10 for grants to governmental units, educational facilities, and
11 not-for-profit organizations for all costs associated with
12 but not limited to infrastructure improvements, miscellaneous
13 purchases, and operating expenses.
14 Section 85. The amount of $22,389,390, or so much
15 thereof as may be necessary, and remains unexpended at the
16 close of business on June 30, 2002, from a reappropriation
17 heretofore made in Article 35, Section 262 of Public Act
18 92-8, as amended, is reappropriated from the Capital
19 Development Fund to the Department of Commerce and Community
20 Affairs for grants to governmental units, educational
21 facilities and not-for-profit organizations for all costs
22 associated with but not limited to infrastructure
23 improvements.
24 Section 86. The amount of $17,493,196, or so much
25 thereof as may be necessary, and remains unexpended at the
26 close of business on June 30, 2002, from a reappropriation
27 heretofore made in Article 35, Section 263 of Public Act
28 92-8, as amended is reappropriated from the Fund for
29 Illinois' Future to the Department of Commerce and Community
30 Affairs for grants to units of government, educational
31 facilities and not-for-profit organizations for education and

12 Development Fund to the Department of Commerce and Community
13 Affairs for grants to units of local government and
14 educational facilities for all costs associated with
15 infrastructure improvements and capital projects, including
16 equipment and vehicles.
17 Section 88. The amount of $1,354,435, or so much thereof
18 as may be necessary, and remains unexpended at the close of
19 business on June 30, 2002, from a reappropriation heretofore
20 made in Article 35, Section 265 of Public Act 92-8, as
21 amended, is reappropriated from the Fund for Illinois' Future
22 to the Department of Commerce and Community Affairs for all
23 costs associated with grants to various units of local
24 government, community, civic, not-for-profit, educational
25 facilities and business development organizations for the
26 purpose of grants which include, but are not limited to,
27 one-time operating assistance, construction, rehabilitation,
28 equipment purchases, and any other necessary costs.
29 Section 89. The sum of $13,317,569, or so much thereof
30 as may be necessary and remains unexpended at the close of
31 business on June 30, 2002, from a reappropriation heretofore

17 92-8, as amended, is reappropriated from the Fund for
18 Illinois' Future to the Department of Commerce and Community
19 Affairs for all costs associated with grants to governmental
20 units, community, civic, not-for-profit, educational
21 facilities and business development organizations for the
22 purpose of grants which include, but are not limited to,
23 one-time operating assistance, construction, rehabilitation,
24 equipment purchases, and any other necessary costs.
25 Section 94. The amount of $8,408,500, or so much thereof
26 as may be necessary, and remains unexpended at the close of
27 business on June 30, 2002, from a reappropriation heretofore
28 made in Article 35, Section 271 of Public Act 92-8, as
29 amended, is reappropriated from the Capital Development Fund
30 to the Department of Commerce and Community Affairs for all
31 costs associated with various construction and/or
32 rehabilitation projects, and equipment purchases for various

2 eligible entities.
3 Section 95. The amount of $75,000, or so much thereof as
4 may be necessary and remains unexpended at the close of
5 business on June 30, 2002, from a reappropriation heretofore
6 made in Article 35, Section 272 of Public Act 92-8, as
7 amended, is reappropriated to the Department of Commerce and
8 Community Affairs from the Fund for Illinois' Future for a
9 grant to the Illinois Youth Advocate Program.
10 Section 96. The amount of $15,000, or so much thereof as
11 may be necessary and remains unexpended at the close of
12 business on June 30, 2002, from a reappropriation heretofore
13 made in Article 35, Section 273 of Public Act 92-8, as
14 amended, is reappropriated to the Department of Commerce and
15 Community Affairs from the Fund for Illinois' Future for a
16 grant to the Tri-City Girls' Softball League.
17 Section 97. The amount of $150,000, or so much thereof
18 as may be necessary and remains unexpended at the close of
19 business on June 30, 2002, from a reappropriation heretofore
20 made in Article 35, Section 274 of Public Act 92-8, as
21 amended, is reappropriated to the Department of Commerce and
22 Community Affairs from the Fund for Illinois' Future for a
23 grant to the Pastors Network of Illinois.
24 Section 98. The amount of $100,000, or so much thereof
25 as may be necessary and remains unexpended at the close of
26 business on June 30, 2002, from an appropriation heretofore
27 made in Article 35, Section 275 of Public Act 92-8, as
28 amended, is reappropriated to the Department of Commerce and
29 Community Affairs from the Fund for Illinois' Future for a
30 grant to the Valley Kingdom Ministries International.

1 Section 99. The amount of $35,000, or so much thereof as
2 may be necessary and remains unexpended at the close of
3 business on June 30, 2002, from an appropriation heretofore
4 made in Article 35, Section 276 of Public Act 92-8, as
5 amended, is reappropriated to the Department of Commerce and
6 Community Affairs from the Fund for Illinois' Future for a
7 grant to the Village of Dolton for various improvements.
8 Section 100. The amount of $70,000, or so much thereof
9 as may be necessary and remains unexpended at the close of
10 business on June 30, 2002, from a reappropriation heretofore
11 made in Article 35, Section 298 of Public Act 92-8, as
12 amended, is reappropriated from Fund for Illinois' Future to
13 the Department of Commerce and Community Affairs for a grant
14 to the Amy B. Jones Foundation.
15 Section 101. The sum of $20,000,000, or so much thereof
16 as may be necessary and remains unexpended at the close of
17 business on June 30, 2002, from an appropriation heretofore
18 made in Article 35, Section 299 of Public Act 92-8, is
19 reappropriated from the Capital Development Fund to the
20 Department of Commerce and Community Affairs for a grant to
21 the City of Springfield for bondable infrastructure expenses
22 associated with the Old Capitol Plaza and related
23 improvements.
24 Section 102. The sum of $22,400,000, or so much thereof
25 as may be necessary,is appropriated from the Capital
26 Development Fund to the Department of Commerce and Community
27 Affairs for miscellaneous capital improvements.
28 Section 999. Effective Date. This Act takes effect on
29 July 1, 2002.
