1 AN ACT relating to higher education.
2 Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
4 Section 5. The University of Illinois Act is amended by
5 changing Section 7f as follows:
6 (110 ILCS 305/7f) (from Ch. 144, par. 28f)
7 Sec. 7f. Full tuition discount Partial tuition waivers.
8 (a) As used in this Section, "Illinois college or
9 university" means any of the following: the University of
10 Illinois, Southern Illinois University, Chicago State
11 University, Eastern Illinois University, Governors State
12 University, Illinois State University, Northeastern Illinois
13 University, Northern Illinois University, and Western
14 Illinois University.
15 (b) Each year the Board of Trustees of the University of
16 Illinois shall offer 100% tuition discounts 50% tuition
17 waivers for undergraduate education at any campus under its
18 governance or supervision to the children of employees,
19 including retired employees, of an Illinois college or
20 university who have been employed by any one or by more than
21 one Illinois college or university for an aggregate period of
22 at least 7 years. "Retired employee" means a person receiving
23 a retirement or disability retirement annuity under the
24 Illinois Pension Code based on at least 7 years of service
25 with one or more than one Illinois college or university,
26 including a person who already is receiving such an annuity
27 on the effective date of this amendatory Act of the 92nd
28 General Assembly. To be eligible to receive a full tuition
29 discount partial tuition waiver, the child of any such an
30 employee of an Illinois college or university (i) must be
31 under the age of 25 at the commencement of the academic year

1 during which the full tuition discount partial tuition waiver
2 is to be effective, and (ii) must qualify for admission to
3 the University of Illinois under the same admissions
4 requirements, standards and policies which the University of
5 Illinois applies to applicants for admission generally to its
6 respective undergraduate colleges and programs.
7 (c) Subject to the provisions and limitations of
8 subsection (b), an eligible applicant who has continued to
9 maintain satisfactory academic progress toward graduation may
10 have his or her full tuition discount partial tuition waiver
11 renewed until the time as he or she has expended 4 years of
12 undergraduate full tuition discount partial tuition waiver
13 benefits under this Section.
14 (d) No full tuition discount partial tuition waiver
15 offered or allocated to any eligible applicant in accordance
16 with the provisions of this Section shall be charged against
17 any tuition waiver limitation established by the Illinois
18 Board of Higher Education.
19 (e) The Board of Trustees shall prescribe rules and
20 regulations as are necessary to implement and administer the
21 provisions of this Section.

23 Section 10. The Southern Illinois University Management
24 Act is amended by changing Section 8f as follows:

26 subsection (b), an eligible applicant who has continued to
27 maintain satisfactory academic progress toward graduation may
28 have his or her full tuition discount partial tuition waiver
29 renewed until the time as he or she has expended 4 years of
30 undergraduate full tuition discount partial tuition waiver
31 benefits under this Section.
32 (d) No full tuition discount partial tuition waiver
33 offered or allocated to any eligible applicant in accordance
34 with the provisions of this Section shall be charged against

1 any tuition waiver limitation established by the Illinois
2 Board of Higher Education.
3 (e) The Board of Trustees shall prescribe rules and
4 regulations as are necessary to implement and administer the
5 provisions of this Section.

7 Section 15. The Chicago State University Law is amended
8 by changing Section 5-90 as follows:

27 amended by changing Section 10-90 as follows:

12 aggregate period of at least 7 years. "Retired employee"
13 means a person receiving a retirement or disability
14 retirement annuity under the Illinois Pension Code based on
15 at least 7 years of service with one or more than one
16 Illinois college or university, including a person who
17 already is receiving such an annuity on the effective date of
18 this amendatory Act of the 92nd General Assembly. To be
19 eligible to receive a full tuition discount partial tuition
20 waiver, the child of any such an employee of an Illinois
21 college or university (i) must be under the age of 25 at the

31 maintain satisfactory academic progress toward graduation may
32 have his or her full tuition discount partial tuition waiver
33 renewed until the time as he or she has expended 4 years of
34 undergraduate full tuition discount partial tuition waiver

2 (d) No full tuition discount partial tuition waiver
3 offered or allocated to any eligible applicant in accordance
4 with the provisions of this Section shall be charged against
5 any tuition waiver limitation established by the Illinois

7 (e) The Board shall prescribe rules and regulations as
8 are necessary to implement and administer the provisions of
9 this Section.

12 amended by changing Section 15-90 as follows:

16 (a) As used in this Section, "Illinois college or
17 university" means any of the following: the University of
18 Illinois, Southern Illinois University, Chicago State

20 University, Illinois State University, Northeastern Illinois
21 University, Northern Illinois University, and Western
22 Illinois University.
23 (b) Each year the Board of Governors State University
24 shall offer 100% tuition discounts 50% tuition waivers for
25 undergraduate education at any campus under its governance to
26 the children of employees, including retired employees, of an
27 Illinois college or university who have been employed by any
28 one or by more than one Illinois college or university for an
29 aggregate period of at least 7 years. "Retired employee"
30 means a person receiving a retirement or disability
31 retirement annuity under the Illinois Pension Code based on
32 at least 7 years of service with one or more than one

1 Illinois college or university, including a person who
2 already is receiving such an annuity on the effective date of
3 this amendatory Act of the 92nd General Assembly. To be
4 eligible to receive a full tuition discount partial tuition

16 maintain satisfactory academic progress toward graduation may
17 have his or her full tuition discount partial tuition waiver
18 renewed until the time as he or she has expended 4 years of
19 undergraduate full tuition discount partial tuition waiver
20 benefits under this Section.
21 (d) No full tuition discount partial tuition waiver
22 offered or allocated to any eligible applicant in accordance
23 with the provisions of this Section shall be charged against
24 any tuition waiver limitation established by the Illinois
25 Board of Higher Education.
26 (e) The Board shall prescribe rules and regulations as
27 are necessary to implement and administer the provisions of
28 this Section.

30 Section 30. The Illinois State University Law is amended
31 by changing Section 20-90 as follows:

16 amended by changing Section 25-90 as follows:

21 university" means any of the following: the University of
22 Illinois, Southern Illinois University, Chicago State

26 Illinois University.
27 (b) Each year the Board of Northeastern Illinois
28 University shall offer 100% tuition discounts 50% tuition
29 waivers for undergraduate education at any campus under its
30 governance to the children of employees, including retired
31 employees, of an Illinois college or university who have been
32 employed by any one or by more than one Illinois college or

21 have his or her full tuition discount partial tuition waiver
22 renewed until the time as he or she has expended 4 years of
23 undergraduate full tuition discount partial tuition waiver
24 benefits under this Section.
25 (d) No full tuition discount partial tuition waiver
26 offered or allocated to any eligible applicant in accordance
27 with the provisions of this Section shall be charged against
28 any tuition waiver limitation established by the Illinois
29 Board of Higher Education.
30 (e) The Board shall prescribe rules and regulations as
31 are necessary to implement and administer the provisions of
32 this Section.

19 Section 45. The Western Illinois University Law is
20 amended by changing Section 35-90 as follows:

23 waivers.
24 (a) As used in this Section, "Illinois college or
25 university" means any of the following: the University of
26 Illinois, Southern Illinois University, Chicago State
27 University, Eastern Illinois University, Governors State
28 University, Illinois State University, Northeastern Illinois
29 University, Northern Illinois University, and Western
30 Illinois University.
31 (b) Each year the Board of Western Illinois University
32 shall offer 100% tuition discounts 50% tuition waivers for

1 undergraduate education at any campus under its governance to
2 the children of employees, including retired employees, of an
3 Illinois college or university who have been employed by any
4 one or by more than one Illinois college or university for an

27 undergraduate full tuition discount partial tuition waiver
28 benefits under this Section.
29 (d) No full tuition discount partial tuition waiver
30 offered or allocated to any eligible applicant in accordance
31 with the provisions of this Section shall be charged against
32 any tuition waiver limitation established by the Illinois
33 Board of Higher Education.
34 (e) The Board shall prescribe rules and regulations as

4 Section 99. Effective date. This Act takes effect upon
5 becoming law.
