1 AMENDMENT TO SENATE BILL 1588
2 AMENDMENT NO. . Amend Senate Bill 1588 on page 1, by
3 replacing lines 4 through 8 with the following:
4 "Section 5. The Illinois Vehicle Code is amended by
5 changing Section 3-601 and adding Section 3-654 as follows:
6 (625 ILCS 5/3-601) (from Ch. 95 1/2, par. 3-601)
7 Sec. 3-601. Operation of vehicles under special plates.
8 (a) A manufacturer owning any unregistered vehicle of a
9 type otherwise required to be registered under this Act may
10 operate or move such upon the highways without registering
11 each such vehicle upon condition that any such vehicle
12 display thereon, a special plate or plates issued to such
13 owner as provided in this Article.
14 (b) A dealer owning any unregistered vehicle of a type
15 otherwise required to be registered under this Act and held
16 by him for sale or resale, may operate or move such upon the
17 highways without registering each such vehicle upon condition
18 that any such vehicle display thereon a special plate or
19 plates issued to such owner as provided in this Article.
20 (c) A transporter may operate or move any vehicle not
21 owned by him upon the highways by the driveaway or towaway
22 methods solely for the purpose of delivery upon likewise

1 displaying thereon like plates issued to him as provided in
2 this Article.
3 (d) A boat dealer owning any boat trailer of a type
4 otherwise required to be registered under this Act may
5 operate or move such upon the highways and haul a boat
6 customarily sold with such boat trailer, without registering
7 each such boat trailer upon condition that any such boat
8 trailer display thereon, in the manner prescribed in Section
9 3-413, a special plate or plates issued to such owner as
10 provided in this Article.
11 (e) Any person owning unregistered vehicles of a type
12 required to be registered and which are exclusively operated
13 off the highways and upon private property, may move such
14 vehicles from one plant location to another upon the highways
15 without registering each such vehicle upon conditions that
16 any such vehicle display thereon a special plate or plates
17 issued to such persons as provided in this Article. Such
18 vehicles must be unladen and may not be operated upon any
19 highways with such special plates except for the interplant
20 movement.
21 (f) Any person owning a vehicle of a type required to be
22 registered which when purchased is not yet equipped for work
23 or service, may move such vehicle from the point of original
24 manufacture or sale to a body shop or other place where the
25 vehicle is to be equipped for work or service and from such
26 point to the owner's place of business without first
27 registering each such vehicle upon condition that any such
28 vehicle display thereon a special plate or plates issued to
29 such person as provided in this Article. Upon completion of
30 such movement, any such vehicle subject to registration must
31 be properly registered.
32 (g) Special plates issued under this Article must be
33 displayed in the manner provided for in Section 3-413.
34 (h) Any such vehicle bearing such special plate or

1 plates may be operated without registration for any purpose,
2 except that no such special plate or plates shall be used on
3 any vehicle which is rented by the manufacturer or dealer to
4 another person or which is used to transport passengers or
5 property for hire, nor, except as provided in paragraph (i)
6 of this Section, shall any such special plate or plates be
7 used on a second division vehicle which is carrying cargo or
8 merchandise except in demonstrating such second division
9 vehicle for the purposes of sale, or for the purpose of
10 testing engine and driveline components, or when a
11 transporter, trailer manufacturer, or trailer dealer is
12 delivering new trailers to a dealer or customer and the
13 trailers are stacked for convenience of transportation only.
14 (i) The provisions of this Article authorizing special
15 plates shall not apply to work or service vehicles owned by a
16 manufacturer, transporter or dealer except a truck up to
17 8,000 pounds gross weight owned by a dealer and used for
18 hauling parts incidental to the operation of the dealer's
19 business.
20 (j) The Secretary of State may limit the number of
21 special plates issued to any applicant.
