1 AN ACT making appropriations to the Illinois Student
2 Assistance Commission.
3 Be it enacted by the People of the State of Illinois,
4 represented in the General Assembly:
5 Section 5. The following amounts, or so much of those
6 amounts as may be necessary, respectively, are appropriated
7 from the General Revenue Fund to the Illinois Student
8 Assistance Commission for its ordinary and contingent
9 expenses:
10 For Administration
11 For Personal Services........................... $2,811,900
12 For Employee Retirement Contributions
13 Paid by Employer............................ 112,400
14 For State Contributions to State
15 Employees Retirement System................. 282,300
16 For State Contributions to
17 Social Security............................. 214,800
18 For Contractual Services........................ 2,574,800
19 For Travel...................................... 43,000
20 For Commodities................................. 50,600
21 For Printing.................................... 130,700
22 For Equipment................................... 89,200
23 For Telecommunications.......................... 187,500
24 For Operation of Auto Equipment................. 6,800
25 Total $6,504,000
26 Section 10. The sum of $65,000, or so much thereof as
27 may be necessary, is appropriated to the Illinois Student
28 Assistance Commission from the Higher EdNet Fund for costs
29 associated with administration of the Illinois Higher EdNet,
30 a clearinghouse for post-secondary education financial aid
31 information.

1 Section 15. The following named amounts, or so much
2 thereof as may be necessary, respectively, are appropriated
3 to the Illinois Student Assistance Commission from the
4 Student Loan Operating Fund for its ordinary and contingent
5 expenses:

25 Section 20. The sum of $7,500,000, or so much thereof as
26 may be necessary, is appropriated to the Illinois Student
27 Assistance Commission from the Student Loan Operating Fund
28 for costs associated with the Loan Based Solution System
29 replacement project.
30 Section 25. The sum of $279,341,000, or so much thereof
31 as may be necessary, is appropriated to the Illinois Student
32 Assistance Commission from the General Revenue Fund for

1 payment of grant awards to students eligible to receive such
2 awards, as provided by law, including up to $5,000,000 for
3 transfer into the Monetary Award Program Reserve Fund.
4 Section 30. The sum of $6,500,000, or so much thereof as
5 may be necessary, is appropriated to the Illinois Student
6 Assistance Commission from the Monetary Award Program Reserve
7 Fund for payment of grant awards to full-time and part-time
8 students eligible to receive such awards, as provided by law.
9 Section 35. The following named amounts, or so much
10 thereof as may be necessary, respectively, are appropriated
11 from the General Revenue Fund to the Illinois Student
12 Assistance Commission for the following purposes:
13 Grants and Scholarships
14 For payment of matching grants to Illinois
15 institutions to supplement scholarship
16 programs, as provided by law................ $1,000,000
17 For payment of Merit Recognition Scholarships to
18 undergraduate students under the Merit
19 Recognition Scholarship Program provided for
20 in Section 31 of the Higher Education
21 Student Assistance Act...................... 7,000,000
22 For the payment of scholarships to students who
23 are children of policemen or firemen killed
24 in the line of duty, or who are dependents
25 of correctional officers killed or
26 permanently disabled in the line of duty, as
27 provided by law............................. 150,000
28 For payment of Illinois National Guard and Naval
29 Militia Scholarships at State-controlled
30 universities and public community colleges
31 in Illinois to students eligible to receive
32 such awards, as provided by law............. 4,500,000

14 Section 40. The following named amount, or so much
15 thereof as may be necessary, is appropriated from the
16 Education Assistance Fund to the Illinois Student Assistance
17 Commission for the following purpose:
18 Grants and Scholarships
19 For payment of grant awards to full-time and
20 part-time students eligible to receive such
21 awards, as provided by law.................. $90,687,300
22 Section 45. The following sum, or so much thereof as may
23 be necessary, is appropriated from the Federal Leveraging
24 Educational Assistance and Supplemental Leveraging
25 Educational Assistance Programs to the Illinois Student
26 Assistance Commission for the following purpose:
27 Grants
28 For payment of grant awards to full-time and
29 part-time students eligible to receive such
30 awards, as provided by law.................. $2,400,000
31 Section 50. The sum of $650,000, or so much thereof as

1 may be necessary, is appropriated to the Illinois Student
2 Assistance Commission from the General Revenue Fund for
3 purposes of supporting costs required to re-engineer and
4 redesign certain scholarship and grant information systems.
5 Section 55. The sum of $300,000, or so much thereof as
6 may be necessary, is appropriated to the Illinois Student
7 Assistance Commission from the General Revenue Fund for
8 support of new initiatives to increase awareness of
9 educational and financial aid opportunities among underserved
10 or underrepresented populations.
11 Section 60. The sum of $150,000,000, or so much thereof
12 as may be necessary, is appropriated from the Federal Student
13 Loan Fund to the Illinois Student Assistance Commission for
14 distribution when necessary as a result of guarantees of
15 loans that are uncollectable or for payments required under
16 agreements with the United States Secretary of Education.
17 Section 65. The sum of $1,500,000, or so much thereof as
18 may be necessary, is appropriated from the Federal Reserve
19 Recall Fund to the Illinois Student Assistance Commission for
20 default aversion activities.
21 Section 70. The sum of $71,200,000, or so much thereof
22 as may be necessary, is appropriated to the Illinois Student
23 Assistance Commission from the Federal Student Loan Fund for
24 transfer to the Student Loan Operating Fund from revenues
25 derived from collection payments, complement revenues, and
26 payments required under agreements with the U.S. Secretary of
27 Education.
28 Section 75. The sum of $3,000,000, or so much thereof as
29 may be necessary, is appropriated to the Illinois Student

1 Assistance Commission from the Federal Student Loan Fund for
2 transfer to the Student Loan Operating Fund for activities
3 related to the collection and administration of default
4 prevention fees.
5 Section 80. The sum of $13,000,000, or so much thereof
6 as may be necessary, is appropriated to the Illinois Student
7 Assistance Commission from the Student Loan Operating fund
8 for transfer to the Federal Student Loan Fund for
9 reimbursement of sums transferred for working capital
10 purposes as permitted by federal law.
11 Section 85. The sum of $2,000,000, or so much thereof as
12 may be necessary, is appropriated to the Illinois Student
13 Assistance Commission from the Student Loan Operating Fund
14 for transfer to the Federal Student Loan Fund for activities
15 related to loan complement payments.
16 Section 90. The sum of $8,400,000, or so much thereof as
17 may be necessary, is appropriated to the Illinois Student
18 Assistance Commission from the Federal Student Loan Fund for
19 transfer to the Federal Reserve Recall Fund for activities
20 related to the federally mandated recall of student loan
21 reserves.
22 Section 95. The sum of $100,000, or so much of that
23 amount as may be necessary, is appropriated from the Accounts
24 Receivable Fund to the Illinois Student Assistance Commission
25 for costs associated with the collection of delinquent
26 scholarship awards pursuant to the Illinois State Collection
27 Act of 1986.
28 Section 100. The following named amount, or so much
29 thereof as may be necessary, is appropriated from the Federal

1 Student Assistance Scholarship Fund to the Illinois Student
2 Assistance Commission for the following purpose:
3 For payment of Robert C. Byrd Honors
4 Scholarships................................ $1,800,000
5 Section 105. The sum of $70,000, or so much thereof as
6 may be necessary, is appropriated to the Illinois Student
7 Assistance Commission from the University Grant Fund for
8 payment of grants for the Higher Education License Plate
9 Program, as provided by law.
10 Section 110. The sum of $20,000, or so much thereof as
11 may be necessary, is appropriated to the Illinois Student
12 Assistance Commission from the Contract and Grants Fund to
13 support outreach and training activities.
14 Section 999. Effective date. This Act takes effect on
15 July 1, 2001.
