1 AMENDMENT TO SENATE BILL 1152
2 AMENDMENT NO. . Amend Senate Bill 1152 by replacing
3 everything after the enacting clause with the following:
4 "Section 5. The School Code is amended by changing
5 Section 21-25 as follows:
6 (105 ILCS 5/21-25) (from Ch. 122, par. 21-25)
7 Sec. 21-25. School service personnel certificate.
8 (a) Subject to the provisions of Section 21-1a, a school
9 service personnel certificate shall be issued to those
10 applicants of good character, good health, a citizen of the
11 United States and at least 19 years of age who have a
12 Bachelor's degree with not fewer than 120 semester hours from
13 a regionally accredited institution of higher learning and
14 who meets the requirements established by the State
15 Superintendent of Education in consultation with the State
16 Teacher Certification Board. A school service personnel
17 certificate with a school nurse endorsement may be issued to
18 a person who holds a bachelor of science degree from an
19 institution of higher learning accredited by the North
20 Central Association or other comparable regional accrediting
21 association. Persons seeking any other endorsement on the
22 school service personnel certificate shall be recommended for

1 the endorsement by a recognized teacher education institution
2 as having completed a program of preparation approved by the
3 State Superintendent of Education in consultation with the
4 State Teacher Certification Board.
5 (b) Until August 30, 2002, a school service personnel
6 certificate endorsed for school social work may be issued to
7 a student who has completed a school social work program that
8 has not been approved by the State Superintendent of
9 Education, provided that each of the following conditions is
10 met:
11 (1) The program was offered by a recognized, public
12 teacher education institution that first enrolled
13 students in its master's degree program in social work in
14 1998;
15 (2) The student applying for the school service
16 personnel certificate was enrolled in the institution's
17 master's degree program in social work on or after May
18 11, 1998;
19 (3) The State Superintendent verifies that the
20 student has completed coursework that is substantially
21 similar to that required in approved school social work
22 programs, including (i) not fewer than 600 clock hours of
23 a supervised internship in a school setting or (ii) if
24 the student has completed part of a supervised internship
25 in a school setting prior to the effective date of this
26 amendatory Act of the 92nd General Assembly and receives
27 the prior approval of the State Superintendent, not fewer
28 than 300 additional clock hours of supervised work in a
29 public school setting under the supervision of a
30 certified school social worker who certifies that the
31 supervised work was completed in a satisfactory manner;
32 and
33 (4) The student has passed a test of basic skills
34 and the test of subject matter knowledge required by

1 Section 21-1a.
2 This subsection (b) does not apply after August 29, 2002.
3 (c) A school service personnel Such certificate shall be
4 endorsed with the area of Service as determined by the State
5 Superintendent of Education in consultation with the State
6 Teacher Certification Board.
7 The holder of such certificate shall be entitled to all
8 of the rights and privileges granted holders of a valid
9 teaching certificate, including teacher benefits,
10 compensation and working conditions.
11 When the holder of such certificate has earned a master's
12 degree, including 8 semester hours of graduate professional
13 education from a recognized institution of higher learning,
14 and has at least 2 years of successful school experience
15 while holding such certificate, the certificate may be
16 endorsed for supervision.

18 Section 10. The Clinical Social Work and Social Work
19 Practice Act is amended by adding Section 9.5 as follows:
20 (225 ILCS 20/9.5 new)
21 Sec. 9.5. Governors State University graduate;
22 qualifications for licensure.
23 (a) A person shall be qualified to be licensed as a
24 clinical social worker and the Department shall issue a
25 license authorizing the independent practice of clinical
26 social work to an applicant provided:
27 (1) the applicant has applied in writing on the
28 prescribed form;
29 (2) the applicant is of good moral character. In
30 determining good moral character, the Department may take
31 into consideration whether the applicant was engaged in
32 conduct or actions that would constitute grounds for

1 discipline under this Act;
2 (3) the applicant demonstrates to the satisfaction
3 of the Department that subsequent to securing a master's
4 degree in social work from Governors State University in
5 June 2001 the applicant has successfully completed at
6 least 3,000 hours of satisfactory, supervised clinical
7 professional experience;
8 (4) the applicant has passed the examination for
9 the practice of clinical social work as authorized by the
10 Department;
11 (5) Governors State University has become an
12 accredited institution by an accrediting body approved by
13 the Department and the applicant has successfully
14 completed necessary supplemental coursework, which has
15 been identified as a part of that accrediting process,
16 or, after December 31, 2003, the Illinois Social Work
17 Examining and Disciplinary Board determines an
18 applicant's coursework to be satisfactorily completed at
19 an accredited institution; and
20 (6) the applicant has paid the required fees.
21 (b) A person shall be qualified to be licensed as a
22 social worker and the Department shall issue a license
23 authorizing the practice of social work provided:
24 (1) the applicant has applied in writing on the
25 prescribed form;
26 (2) the applicant is of good moral character. In
27 determining good moral character, the Department may take
28 into consideration whether the applicant was engaged in
29 conduct or actions that would constitute grounds for
30 discipline under this Act;
31 (3) the applicant has a graduate degree in social
32 work from Governors State University;
33 (4) the applicant has passed the examination for
34 the practice of social work as a licensed social worker

1 as authorized by the Department;
2 (5) Governors State University has become an
3 accredited institution by an accrediting body approved by
4 the Department and the applicant has successfully
5 completed necessary supplemental coursework, which has
6 been identified as a part of that accrediting process,
7 or, after December 31, 2003, the Illinois Social Work
8 Examining and Disciplinary Board determines an
9 applicant's coursework to be satisfactorily completed at
10 an accredited institution; and
11 (6) the applicant has paid the required fees.
12 (c) A person shall be qualified to be licensed as a
13 temporary social worker and the Department shall issue a
14 temporary license authorizing the practice of social work
15 provided:
16 (1) the applicant has applied in writing on the
17 prescribed form;
18 (2) the applicant is of good moral character. In
19 determining good moral character, the Department may take
20 into consideration whether the applicant was engaged in
21 conduct or actions that would constitute grounds for
22 discipline under this Act;
23 (3) the applicant has a graduate degree in social
24 work from Governors State University;
25 (4) the applicant has passed the examination for
26 the practice of social work as a licensed social worker
27 as authorized by the Department; and
28 (5) the applicant has paid the required fees.
29 For the purpose of this subsection a temporary license
30 shall:
31 (1) carry the same stature and privileges of a
32 licensed social worker;
33 (2) expire on December 31, 2004.
34 (d) This Section is repealed January 1, 2005.".
