 1                    AMENDMENT TO SENATE BILL 1039

 2        AMENDMENT NO.     .  Amend Senate Bill 1039 on page 2, by
 3    replacing lines 16 through 18 with the following:
 4    "The Debt Collection Board shall  adopt  rules  defining  the
 5    phrase  "delinquent  in the payment of any debt" for purposes
 6    of this Section."; and

 7    on page 3, by replacing lines 10 and 11 with the following:
 8    "of the State.  The chief  procurement  officer  shall  adopt
 9    rules  establishing  the  factors that may be considered when
10    determining whether to void a contract under this  subsection
11    (b).".
