1 AN ACT concerning schools.
2 Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
4 Section 5. The School Code is amended by changing
5 Section 10-22.40 as follows:
6 (105 ILCS 5/10-22.40) (from Ch. 122, par. 10-22.40)
7 Sec. 10-22.40. Membership dues. To pay State and
8 national association membership dues to school associations
9 which benefit students by participation or accreditation.
10 Any association subject to Article 23 of this Act must be in
11 current compliance with the reporting requirements of Section
12 23-6 in order to qualify as a recipient of membership dues
13 under this Section. No dues may be paid to any association
14 which has as one of its purposes providing for athletic and
15 other competition among schools and students unless that
16 association:
17 A. permits a post audit by the Auditor General
18 under the Illinois State Auditing Act;
19 B. submits an annual report to the State Board of
20 Education dealing with trends in female participation in
21 athletic competition, including the numbers of female and
22 male participants from each member school and details on
23 programs by the association to increase female
24 participation; and
25 C. is either subject to, or voluntarily complies
26 with, the public access provisions set forth for State
27 agencies in Sections 3 and 4 of The State Records Act;
28 and.
29 D. complies with all federal and State laws and
30 rules prohibiting discrimination by a school district.
