1 AMENDMENT TO SENATE BILL 926
2 AMENDMENT NO. . Amend Senate Bill 926 by replacing
3 everything after the enacting clause with the following:
4 "Section 5. The Department of Commerce and Community
5 Affairs Law of the Civil Administrative Code of Illinois is
6 amended by changing Section 605-707 as follows:
7 (20 ILCS 605/605-707) (was 20 ILCS 605/46.6d)
8 Sec. 605-707. International Tourism Program.
9 (a) The Department of Commerce and Community Affairs
10 must establish a program for international tourism. The
11 Department shall develop and implement the program on January
12 1, 2000 by rule. As part of the program, the Department may
13 work in cooperation with local convention and tourism bureaus
14 in the State of Illinois in the coordination of international
15 tourism efforts at the State and local level. The Department
16 may (i) work in cooperation with local convention and tourism
17 bureaus for efficient use of their international tourism
18 marketing resources, (ii) promote Illinois in international
19 meetings and tourism markets, (iii) work with convention and
20 tourism bureaus throughout the State to increase the number
21 of international tourists to Illinois, (iv) provide training,
22 research, technical support, and grants to certified

1 convention and tourism bureaus, and (v) provide staff,
2 administration, and related support required to manage the
3 programs under this Section.
4 (b) The Department shall make grants and pay for the
5 staffing, administration, and related support from the
6 International Tourism Fund, a special fund created in the
7 State Treasury. Of the amounts deposited into the Fund in
8 fiscal year 2000 after January 1, 2000, 55% shall be used for
9 grants to convention and tourism bureaus in Chicago (other
10 than the City of Chicago's Office of Tourism) and 45% shall
11 be used for development of international tourism in areas
12 outside of Chicago. Of the amounts deposited into the Fund
13 in fiscal year 2001 and thereafter, 27.5% shall be used for
14 grants to the City of Chicago's Office of Tourism, 27.5%
15 shall be used for grants to other convention and tourism
16 bureaus in Chicago, and 45% shall be used for administrative
17 expenses authorized under this Section and development of
18 international tourism in areas outside of Chicago, of which
19 not less than $1,000,000 shall be used annually to make
20 grants to convention and tourism bureaus in cities other than
21 Chicago that demonstrate their international tourism appeal
22 and request to develop or expand their international tourism
23 marketing program.
24 (c) A convention and tourism bureau is eligible to
25 receive grant moneys under this Section if the bureau is
26 certified to receive funds under Title 14 of the Illinois
27 Administrative Code, Section 550.35. The City of Chicago's
28 Office of Tourism and all convention and tourism bureaus must
29 provide matching funds equal to the grant to be eligible to
30 receive the grant. Grants received by the City of Chicago's
31 Office of Tourism and by convention and tourism bureaus in
32 Chicago may be expended for the general purposes of promoting
33 conventions and tourism.
