1 AMENDMENT TO SENATE BILL 843
2 AMENDMENT NO. . Amend Senate Bill 843 by replacing
3 the title with the following:
4 "AN ACT concerning children and youth."; and
5 by replacing everything after the enacting clause with the
6 following:
7 "Section 1. Short title. This Act may be cited as the
8 Illinois Children and Youth Commission Act.
9 Section 5. Definition. In this Act, "Commission" means
10 the Illinois Children and Youth Commission.
11 Section 10. Creation of Commission. The Illinois
12 Children and Youth Commission is created to serve as an
13 advocacy organization within State government for children
14 and youth issues.
15 Section 15. Purpose of Commission. The purpose of the
16 Commission is to work with and across the various systems,
17 State agencies, federal agencies, and other governmental
18 agencies to produce collaboration and cooperation in
19 promoting a statewide policy agenda for Illinois' children

1 and youth.
2 Section 20. Membership of Commission. The Commission
3 shall consist of the following members:
4 (1) A person appointed by the Governor, who shall
5 serve as chairperson.
6 (2) Thirteen representatives from business and
7 community organizations with a background in serving
8 children and youth, appointed by the Governor.
9 (3) One person appointed by the President of the
10 Senate.
11 (4) One person appointed by the Minority Leader of
12 the Senate.
13 (5) One person appointed by the Speaker of the
14 House of Representatives.
15 (6) One person appointed by the Minority Leader of
16 the House of Representatives.
17 (7) The Chairperson of the State Board of Education
18 or his or her designee.
19 (8) The Secretary of Human Services or his or her
20 designee.
21 (9) The Director of Commerce of Community Affairs
22 or his or her designee.
23 (10) The Director of Corrections or his or her
24 designee.
25 (11) The Director of State Police or his or her
26 designee.
27 (12) The Director of Aging or his or her designee.
28 (13) The Director of Public Health or his or her
29 designee.
30 (14) The Director of Children and Family Services
31 or his or her designee.
32 (15) The Chairperson of the Illinois Criminal
33 Justice Information Authority or his or her designee.

1 (16) The Chairperson of the Illinois Liquor Control
2 Commission or his or her designee.
3 (17) The Chairperson of the Illinois Juvenile
4 Justice Commission or his or her designee.
5 (18) A representative of the Illinois Education
6 Association, appointed by the Governor.
7 (19) A representative of the Illinois Association
8 of Park Districts, appointed by the Governor.
9 (20) A representative of the United Way of
10 Illinois, appointed by the Governor.
11 (21) A representative of the Voices for Illinois
12 Children, appointed by the Governor.
13 (22) A representative of the Illinois Association
14 of Chiefs of Police, appointed by the Governor.
15 (23) A representative of the Statewide Business
16 Association, appointed by the Governor.
17 Section 25. No compensation; expenses. The members of
18 the Commission shall serve without compensation but shall be
19 reimbursed for reasonable expenses.
20 Section 30. Term. Except for a member of the Commission
21 who is the head of a department of State government or his or
22 her designee, a member of the Commission shall serve for a
23 term of 2 years; however, the member may serve beyond his or
24 her 2-year term until a new member is appointed as a
25 replacement.
26 Section 35. Report. In addition to its other
27 activities, the Commission shall issue a report on November 1
28 of each year on the future of Illinois' children and youth,
29 measuring and grading various areas such as education
30 achievement, juvenile crime, substance abuse prevention,
31 mental health, medical insurance, and other areas as

1 determined by the Commission. The exact format of the report
2 shall be determined by the Commission. The report shall be
3 provided to the Governor and the General Assembly.
4 Section 99. Effective date. This Act takes effect upon
5 becoming law.".
