5 by changing Section 1 as follows:

33 Section 10. The State Finance Act is amended by changing

1 Section 6z-41 as follows:
2 (30 ILCS 105/6z-41)
3 Sec. 6z-41. Wildlife Prairie Park Fund. The Wildlife
4 Prairie Park Fund is hereby created as an interest-bearing
5 special fund in the State Treasury. Money in the Fund may be
6 used, pursuant to appropriation, for the support and
7 maintenance of the Hazel and Bill Rutherford Wildlife Prairie
8 State Park Wildlife Prairie Park, or as otherwise provided by
9 law.

11 Section 15. The State Parks Revenue Bond Act is amended
12 by changing Section 2 as follows:
13 (30 ILCS 380/2) (from Ch. 105, par. 490.02)
14 Sec. 2. As used in this Act, unless the context otherwise
15 requires, the following terms have the following meanings:
16 "Commission" means the State Parks Revenue Bond
17 Commission or any board or officer succeeding to the powers
18 now conferred by law upon the State Parks Revenue Bond
19 Commission.
20 The State Parks System shall mean and include the
21 following areas and such additional areas as may be
22 designated by or pursuant to statute:
23 Apple River Canyon State Park, in Jo Daviess County;
24 Argyle Lake State Park, in McDonough County;
25 Beaver Dam State Park, in Macoupin County;
26 Black Hawk State Park, in Rock Island County;

6 "Recreational facilities" shall mean and embrace cabins,
7 lodges, marinas, fishing and boating facilities, swimming
8 pools (including indoor and outdoor pools), putting greens,
9 driving ranges, archery ranges, restaurants, commissaries and
10 other like revenue producing facilities in any state park,
11 whether presently existing or hereafter acquired, within the
12 State Park System.
13 "Bonds" shall mean the revenue bonds issued by the
14 Commission pursuant to this Act in an aggregate principal
15 amount of not to exceed $9,000,000 at any one time.
16 "Project" shall mean, in whole or in part, the
17 acquisition of land, buildings, the acquisition or
18 construction or reconstruction of any buildings, piers, docks
19 or other works, including installation of lighting, heating,
20 sanitary and water facilities, together with incidental
21 approaches, structures, furnishings, equipment and
22 facilities, reasonably necessary and useful in order to
23 provide and maintain existing, new or improved recreational
24 facilities.
25 "Cost of project" shall embrace the cost of all labor,
26 materials, machinery and equipment, lands, property, rights,
27 easements and franchises, financing charges, interest prior
28 to and during construction and for 12 months after the
29 estimated date of completion of construction, cost of plans
30 and specifications, surveys and estimates of cost and of
31 revenues, cost of architectural, engineering, trustees' and
32 legal services, and all other expenses necessary or incident
33 to placing the project in operation or necessary or incident
34 to determining the feasibility or practicability of such

1 project, administrative expense and such other expenses as
2 may be necessary or incident to the issuance, sale and
3 delivery of the bonds herein authorized.

6 Section 90. Repeal. The Illinois Wildlife Prairie Park
7 Act is repealed.
8 Section 99. Effective date. This Act takes effect upon
9 becoming law.".
