1 HOUSE RESOLUTION
2 WHEREAS, The members of the Illinois House of
3 Representatives wish to say farewell to Representative Rick
4 Winkel of the 103rd District; and
5 WHEREAS, Representative Winkel is moving on to the
6 Illinois Senate; and
7 WHEREAS, Representative Winkel was born on September 25,
8 1956 in Kankakee; he received his bachelor's degree in
9 Economics at the University of Illinois at Urbana-Champaign
10 in 1979; he then received his Law Degree in 1982, from DePaul
11 University College of Law at Chicago; he is a member of
12 Omicron Delta Epsilon, an economics honorary, and Omicron
13 Delta Kappa, a leadership honorary, and is an Edmund J. James
14 Scholar; in addition, he is a life member of the University
15 of Illinois Alumni Association and a member of the Alpha
16 Chapter, Alpha Gamma Rho Agricultural Fraternity; and
17 WHEREAS, Representative Winkel was first elected to the
18 General Assembly in 1994, after serving a little more than
19 two years on the county board; his father, Dick, was Kankakee
20 County auditor for 29 years and instilled in him a strong
21 sense of public service; a junior year internship with U.S.
22 Representative George M. O'Brien in Washington, D.C., was
23 what really inspired Representative Winkel to choose a career
24 in public service; and
25 WHEREAS, Representative Winkel's main focus over eight
26 years has been on education; he is a past contributing editor
27 of the ABA Employment Law Publication and has concentrated on
28 civil litigation, employment law and eminent domain; and
29 WHEREAS, In 1995 Representative Winkel received the
30 Outstanding Freshmen Legislator of the Year award from the
31 Illinois Health Care Association; and

1 WHEREAS, In 1996, he received the Voice of Employers
2 Award, 89th General Assembly, The Management Association of
3 Illinois; Recognition for Exemplary Representation and
4 Friendship, Champaign County Corn Growers; Outstanding
5 Freshmen Legislator of the year, The Illinois Primary Health
6 Care Association; and Guardian of Small Business, National
7 Federation of Independent Business; and was named Activator,
8 Friend of Agriculture, Illinois Farm Bureau; and
9 WHEREAS, In 1997, he received a Community Service Award
10 from the Illinois Park and Recreation Association and
11 Illinois Association of Park Districts with the Champaign
12 County Forest Preserve District; he was also awarded
13 Recognition of Outstanding Efforts on Behalf of Education
14 from the Illinois Association of Regional Superintendents of
15 School; and
16 WHEREAS, In 1998, he again received the Outstanding
17 Legislator of the Year award for the 90th General Assembly
18 from the University of Illinois Fire Fighters and the
19 Associated Fire Fighters of Illinois; Outstanding Commitment
20 to the Program and its Students for the Regional Educational
21 Alternatives for Developing Youth Program; the Governor's
22 Community Leaders Award, Legislative Friend of Tourism,
23 Illinois Governor's Conference on Tourism, the Illinois
24 Bureau of Tourism; and Activator, Friend of Agriculture,
25 Illinois Farm Bureau; and
26 WHEREAS, In 1999, the Illinois Association of Park
27 Districts named him Outstanding Legislator of the Year, the
28 Illinois Respite Coalition awarded him the Excellence in
29 Leadership Award, and he was also nominated for the Walter G.
30 Turner AAESE National Education Award; and
31 WHEREAS, In 2000, he was again nominated for the Walter
32 G. Turner AAESE National Education Award, along with the

1 Student Trustee Vote Bill Commendation, University of
2 Illinois at Urbana-Champaign Illinois Student Government
3 Assembly VI; and
4 WHEREAS, In 2001, he received awards including:
5 Legislator of the Year, Illinois Association of School Social
6 Workers; and Employment Law Council of Illinois Jobs
7 Defender; and
8 WHEREAS, Prior to being elected to the General Assembly,
9 Representative Winkel was a former partner of Harrington,
10 Porter and Winkel, and counsel with Meyer, Capel, Hirschfeld,
11 Muncy, Jahn and Aldeen; and
12 WHEREAS, Representative Winkel has been supported
13 throughout his public and private life by his wife, Debra,
14 and two children, Meghan and David; away from law and
15 politics, he enjoys reading, hiking, fishing, and watching
16 Fighting Illini football; therefore, be it
17 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
18 NINETY-SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
19 we congratulate Representative Rick Winkel on his new seat in
20 the Illinois Senate; and be it further
21 RESOLVED, That a suitable copy of this resolution be
22 presented to Representative Rick Winkel, along with our
23 sincere regards.
