1 HOUSE RESOLUTION
2 WHEREAS, The State of Illinois, under the Edgar
3 Administration, initiated plans to reorganize the human
4 services system seven years ago; and
5 WHEREAS, Through Executive Order Number 3, issued in
6 1996, Governor Edgar unveiled a plan to streamline the
7 State's human service delivery system with the goal of
8 promoting quality, efficiency, accountability, and financial
9 responsibility; and
10 WHEREAS, The consolidation of the human service delivery
11 system resulted in the creation of a single Department of
12 Human Services composed of seven cabinet-level agencies and
13 many other fragmented boards, commissions, and programs; and
14 WHEREAS, The human services system in Illinois has
15 continued to expand as the needs of those served by the
16 system continues to change; therefore, be it
17 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
18 NINETY-SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
19 there is created a Task Force on the Restructuring of the
20 Department of Human Services to examine the mission and goals
21 of the Department of Human Services and how the Department
22 could be restructured to better serve the citizens of
23 Illinois; and be it further
24 RESOLVED, That the task force shall be composed of 25
25 members consisting of the following representation:
26 (1) Four members representing the General Assembly,
27 with one member to be appointed by each Legislative
28 Leader in the House and the Senate;
29 (2) Six members representing the Department of
30 Human Services' Division of Community Operations and
31 Transitional Services, the Division of Community Health

1 and Prevention, the Office of Alcohol and Substance
2 Abuse, the Office of Mental Health, the Office of
3 Developmental Disabilities, and the Office of
4 Rehabilitation Services, to be appointed by the Governor;
5 (3) Four members representing the advocate
6 communities for the developmentally disabled and the
7 mentally ill, with one member to be appointed by each
8 Legislative Leader in the House and Senate;
9 (4) Four members representing the advocate
10 communities for community health and prevention programs,
11 with one member to be appointed by each Legislative
12 Leader in the House and Senate;
13 (5) Four members representing the advocate
14 community for transitional services (one of which should
15 represent child care issues), with one member to be
16 appointed by each Legislative Leader in the House and
17 Senate;
18 (6) One member representing the Department of
19 Public Aid, to be appointed by the Director of Public
20 Aid;
21 (7) One member representing the Department of
22 Public Health, to be appointed by the Director of Public
23 Health; and
24 (8) One member to serve as Chair, to be appointed
25 by the Governor; and be it further
26 RESOLVED, That members of the task force shall be charged
27 with, but not limited to, the following duties and
28 responsibilities:
29 (1) Examine ways in which the Department might best
30 respond to the needs of the various populations it
31 currently serves;
32 (2) Recommend plans for restructuring the
33 Department in order to provide the most effective
34 services for all the populations served by the Department

1 of Human Services; and be it further
2 RESOLVED, That the task force shall report its findings
3 and recommendations to the Office of the Governor and the
4 General Assembly no later than November 1, 2002.
