1 HOUSE RESOLUTION
2 WHEREAS, The members of the Illinois House of
3 Representatives are proud to congratulate Dr. William W.
4 Small of Frankfort on his retirement as Superintendent in
5 District 143 on June 30, 2002; and
6 WHEREAS, Dr. Small has been in the field of education
7 since 1971 as a teacher, at St. Agnes from 1971 to 1972 and
8 Dirksen Jr. High School from 1972 to 1977; he was a principal
9 and administrative assistant from 1977 to 1985 at Frankfort
10 Junior High School; and he was superintendent from 1985 to
11 1989 for District 133 and from 1989 to the present for
12 District 143; and
13 WHEREAS, Dr. Small received his Bachelor's degree in
14 political science from Northern Illinois University in 1970;
15 he earned his Master's degree in elementary education from
16 Roosevelt University in 1975 and another Master's degree in
17 educational administration from St. Xavier University in
18 1978; he earned his Doctorate in educational administration
19 from Illinois State University in 1987; and
20 WHEREAS, Dr. Small has received several awards and has
21 been a member of many professional organizations, including
22 the Bremen Association of School Administrators, of which he
23 was past president in 1991; he was president of the South
24 Cook County School Administrators' Association in 1992, the
25 South Cook director from 1994-2000 of the Illinois
26 Association of School Administrators; he was a member of the
27 American Association of School Administrators, the Illinois
28 Principals' Association, the Illinois Association for
29 Supervision and Curriculum Development, the National School
30 Public Relations Association, the Superintendents' Round
31 Table/Study Club of Northern Illinois, and the Phi Delta
32 Kappa professional fraternity, Homewood Chapter; Those Who

1 Excel Award of Merit was given Dr. Small by the Illinois
2 State Board of Education in 1995; and he is an Honorary Life
3 Member of Illinois Congress of Parents and Teachers; and
4 WHEREAS, Dr. Small was instrumental in getting the
5 Governors of this State to visit Midlothian; Governor Edgar
6 visited in March 1997 to make a campaign commercial in
7 District 143 and in December 1997 for the signing if House
8 Bill 452 in District 143; Former Governor Edgar visited in
9 November 1999 for the Edgar addition to Kolmar School; and
10 Governor Ryan visited in July 1999 for the signing of House
11 Bill 1134; and
12 WHEREAS, Dr. Small reinstated the band program and
13 expanded the technology throughout District 143; he initiated
14 after-school, year-round tutoring for students in jeopardy of
15 failing and adopted the Reading Recovery program; and
16 WHEREAS, Dr. Small and his wife of 28 years, Bonnie, have
17 4 children, Jimmy, Jon, Jason, and Jenny; therefore, be it
18 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
19 NINETY-SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
20 we congratulate William W. Small on the occasion of his
21 retirement on June 30, 2002 as superintendent of District 143
22 and wish him all the best in his future endeavors; and be it
23 further
24 RESOLVED, That a suitable copy of this resolution be
25 presented to Dr. William W. Small as an expression of our
26 esteem.
