1 HOUSE RESOLUTION
2 WHEREAS, The members of the Illinois House of
3 Representatives are proud to congratulate Janice Gould of
4 Chicago for being selected for induction into the National
5 Teachers Hall of Fame on July 13, 2002; and
6 WHEREAS, Janice Gould is one of five educators selected
7 by the Emporia, Kansas-based Hall of Fame for this year's
8 honor; and
9 WHEREAS, Janice Gould received her bachelor's degree in
10 art from Roosevelt University in 1974 and attended
11 Northwestern University, the School of the Art Institute of
12 Chicago, and the University of Wisconsin at Madison; and
13 WHEREAS, Janice Gould began teaching at Lawrence Hall
14 Youth Services residential school in 1974 and worked in
15 Township High School District #113, based in Highland Park;
16 and
17 WHEREAS, Janice Gould uses art to improve children's self
18 image in projects that include holiday and note cards, school
19 calendars, and a school yearbook; she works with abused,
20 neglected, and abandoned children on the city's North Side,
21 and believes that students who experience the success in art
22 will gain hope for their future; Janice Gould believes that
23 art can change their self image from one of failure to
24 success, and this confidence will not only be present in
25 their school environment, but also sustain them in all
26 aspects of their daily life, today and in the future; and
27 WHEREAS, Janice Gould submits her students' artwork to
28 numerous art contests, one being the city of Chicago's
29 vehicle sticker; in the last six years, her students have
30 placed second or third and one student this year placed first
31 out of 400 entries; and

1 WHEREAS, Janice Gould has received many awards during her
2 outstanding career, including the 1990 Lawrence Hall's
3 Teacher of the Year Award, the 1992 Kohl International
4 Teaching Award, the 1993 Golden Apple Teaching Award, the
5 Mural Grant from Very Special Arts, Illinois in 1993, and the
6 2001 Exceptional Teachers Award and Honorary Chairperson for
7 the 41st Annual Exceptional Children's Week; in 1991, she was
8 appointed "Lead Teacher" for the vocational department; also
9 in 1991, Janice Gould was one of the ten finalists for
10 Illinois Teacher of the Year; in 1992, she was initiated into
11 Northwestern University's Phi Delta Kappa, Professional
12 Education Fraternity; in 1997, she was invited to serve on
13 Illinois State Board of Education's "Accountability and
14 Quality Assurance Team" for a public school; and
15 WHEREAS, In addition to being inducted into the National
16 Teachers Hall of Fame, Janice Gould will receive several
17 thousand dollars in stipends and in-kind educational material
18 from sponsoring textbook publishers as well as a $1,000
19 scholarship to be given to a student in her district; and
20 WHEREAS, The National Teachers Hall of Fame has inducted
21 50 educators from 25 states since 1992; nominees must be
22 certified public or non-public schoolteachers, active or
23 retired, with at least 20 years of experience in teaching
24 pre-kindergarten through 12th grade; and
25 WHEREAS, Janice Gould's institution, Lawrence Hall, was
26 established in 1865 with the main goal of helping children
27 with special needs, children who have been abused, children
28 with behavioral problems, and children from broken families;
29 the five core programs designed to assist the children are
30 Residential Treatment, Foster Care, Therapeutic Day
31 School/Vocational Training, Supervised Independent Living
32 Program, and Head Start/Early Childhood Development Program;
33 this award winning agency assists over 1500 students and

1 their families on an annual basis; therefore, be it
2 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
3 NINETY-SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
4 we congratulate Janice Gould on her selection for induction
5 into the National Teachers Hall of Fame; and be it further
6 RESOLVED, That a suitable copy of this resolution be
7 presented to Janice Gould and the Lawrence Hall Youth
8 Services Therapeutic Day School as an expression of our
9 esteem.
