1 HOUSE RESOLUTION
2 WHEREAS, The State of Illinois has an unemployment rate
3 of 6.1%; and
4 WHEREAS, The State of Illinois continues to see decline
5 in the industries of Manufacturing, Services,
6 Transportation-Public Utilities, and Trade; and
7 WHEREAS, More than $1 billion in unemployment benefits
8 have been distributed so far this year; and
9 WHEREAS, Johnson County has an unemployment rate of 6.5%;
10 and
11 WHEREAS, Johnson County participates in both the Illinois
12 Workforce Advantage program and the Mississippi Delta
13 Authority program; and
14 WHEREAS, The closure of the Vienna Correctional facility
15 will cause additional unemployment and poverty; therefore, be
16 it
17 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
18 NINETY-SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
19 the Auditor General is directed to conduct an immediate
20 economic impact study of any State-operated facility that is
21 proposed to be closed that lies within an Illinois Enterprise
22 Zone, federal empowerment zone, or federal enterprise
23 community; this impact study should forecast the effect the
24 proposed closing will have on the surrounding community; and
25 be it further
26 RESOLVED, That the economic impact study shall include,
27 but not be limited to the following determinations:
28 (1) Pervasive poverty: Factors indicating this are the
29 levels of public assistance, the numbers of persons or
30 families living at or below poverty, and other indicators of

1 poverty deemed relevant by the Auditor General;
2 (2) Unemployment: Factors indicating this are the number
3 of persons unemployed or underemployed (persons with only a
4 seasonal or part-time job), any increase in the unemployment
5 rate, and other indicators or employment level deemed
6 relevant by the Auditor General;
7 (3) General Distress: Factors indicating this are a
8 decline in per capita income, a decline in earnings per
9 worker, or a decline in per capital property tax base; and be
10 it further
11 RESOLVED, That the State-operated facility shall remain
12 open during the duration of the study; and be it further
13 RESOLVED, That the Auditor General shall submit a report
14 of his findings to the Governor, the Speaker and Minority
15 Leader of the House, and the President and Minority Leader of
16 the Senate for their review and comment.
