1 AMENDMENT TO HOUSE RESOLUTION 892
2 AMENDMENT NO. . Amend House Resolution 892 by
3 replacing everything after the title with the following:
4 "WHEREAS, Research has indicated that up to two years of
5 participation in post-secondary education helps to
6 significantly increase the lifetime earnings of all adults;
7 and
8 WHEREAS, The Illinois Board of Higher Education is the
9 State of Illinois' planning and coordinating agency for
10 higher education policy; and
11 WHEREAS, The Illinois Board of Higher Education has
12 established a goal to increase access and participation in
13 higher education for all Illinois residents, especially those
14 among the lowest participating groups including the low
15 income and Hispanic; and
16 WHEREAS, The 2000 census has shown that the immigrant
17 population in the State of Illinois has grown substantially;
18 and
19 WHEREAS, Hispanic students are the fastest growing
20 college student population in Illinois, now numbering over
21 43,000 students enrolled; and

1 WHEREAS, The Hispanic population of Illinois has grown by
2 65 percent since the 1990 census; and
3 WHEREAS, A number of undocumented students reside in the
4 State of Illinois and seek higher education opportunity; and
5 WHEREAS, The residency status and treatment of
6 undocumented Illinois students has been raised as a potential
7 barrier for increased participation by students in public
8 post-secondary institutions in Illinois; therefore, be it
9 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
10 NINETY-SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
11 we respectfully request that the Illinois Board of Higher
12 Education undertake an analysis of the relative treatment of
13 undocumented residents in the admissions process of all
14 Illinois public colleges and universities and offer
15 suggestions for removing existing barriers to participation
16 in higher education for both documented and undocumented
17 students; and be it further
18 RESOLVED, That the Illinois Board of Higher Education
19 report its findings to the Illinois House of Representatives
20 by December 1, 2002.".
