1 HOUSE RESOLUTION
2 WHEREAS, The members of the Illinois House of
3 Representatives are proud to congratulate Karen Koch of Oak
4 Forest, who is retiring this school year as D.A.R.E. officer;
5 and
6 WHEREAS, Karen Koch has been a resident of the City of
7 Oak Forest for 33 years where she resides with her husband of
8 26 years, John, and their two daughters, Kristina and
9 Cynthia; and
10 WHEREAS, Karen Koch earned a Bachelor of Arts Degree in
11 Criminal Justice, a Masters Degree in Health Science, and is
12 currently pursuing a Doctorate in Clinical Psychology at the
13 Chicago School for Professional Psychology; and
14 WHEREAS, Karen Koch began working with children for the
15 Oak Forest Police Department in 1970, first as a community
16 service officer for six years, then as a police officer and
17 D.A.R.E. officer; and
18 WHEREAS, The first D.A.R.E. (Drug Abuse Resistance
19 Education) programs were piloted in 46 Illinois school
20 districts in the 1986-87 school year; Arbor Park School
21 District 145 in Oak Forest was fortunate to be one of the
22 first districts selected to start the D.A.R.E program; and
23 WHEREAS, The D.A.R.E. program was under the leadership of
24 Officer Karen Koch from 1987 to the present year; and
25 WHEREAS, In May 1992, Karen Koch was recognized as the
26 "Illinois D.A.R.E. Officer of the Year"; and
27 WHEREAS, Karen Koch formed a partnership with Arbor Park
28 School District 145, and expanded that opportunity to
29 children in School Districts 142 and 144, and St. Damien
30 School; therefore, be it

1 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
2 NINETY-SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
3 we congratulate D.A.R.E. Officer Karen Koch of Oak Forest on
4 her retirement and wish her all the best in her future
5 endeavors; and be it further
6 RESOLVED, That a suitable copy of this resolution be
7 presented to Karen Koch as an expression of our esteem.
