1 HOUSE RESOLUTION
2 WHEREAS, Deputy Chief William R. Cavalier, a thirty-two
3 year veteran of the Oak Brook Police Department, will be
4 retiring on Friday, April 26, 2002; and
5 WHEREAS, Born and raised in the Chicago area, William
6 Cavalier actively served in the United States Army from 1962
7 to 1964 and was honorably discharged; from 1964 to 1966 he
8 served as an Army Reservist; and
9 WHEREAS, In August of 1970, William Cavalier began his
10 law enforcement career with the Village of Oak Brook and
11 received his basic police training at Northern Illinois
12 University; from 1970 to 1985, he was assigned as a patrol
13 officer in the Patrol Division; in 1982, he was assigned as a
14 Detective in the Investigation Unit, where he was responsible
15 for following up on criminal incidents; from 1984 to 1987,
16 William Cavalier was selected to serve as the police
17 department's first Crime Prevention/Police-Community
18 Relations Officer, where he developed and implemented
19 numerous programs for the community and school children; he
20 also served as the public information/media officer; and
21 WHEREAS, In 1987, William Cavalier was promoted to the
22 rank of Sergeant and returned to the field division where he
23 served as Shift Commander and supervised patrol officers;
24 from 1989 to 1992, he was assigned as the Detective Sergeant
25 in the Investigations Unit and oversaw all Investigative
26 cases and supervised the Unit; in 1992, Sergeant Cavalier was
27 assigned as the Sergeant/Supervisor of the police
28 department's Communications and Records Division; in 1994, he
29 was selected to serve as the police department's first
30 Accreditation Manager, where he was responsible for writing
31 and revising department policy, operational procedures and
32 rules and regulations; the Oak Brook Police Department was

1 nationally recognized as an accredited law enforcement agency
2 in May of 1997; and
3 WHEREAS, In October of 1997, William Cavalier was
4 promoted to the rank of Lieutenant and was assigned to the
5 Support Services Division; his responsibilities included
6 overseeing the Investigations Unit, Crime Prevention Unit,
7 Department Training, Accreditation, and the Records Division;
8 and
9 WHEREAS, In January of 2000, William Cavalier was
10 appointed to serve as the first Deputy Chief for the
11 department; his responsibilities included overseeing the
12 daily activities of the department, supervision of the
13 departments two Lieutenants, assuming all department duties
14 in the absence of the Chief of Police, and developing and
15 overseeing the department's budget along with the goals and
16 objectives; and
17 WHEREAS, William Cavalier earned a Master of Arts in
18 Public Administration from Northern Illinois University, a
19 Bachelor of Arts in Urban Studies and Political Science from
20 Elmhurst College, and an Associate of Arts in Police Science
21 and Administration from the College of DuPage; throughout his
22 career, he has attended numerous police training courses,
23 including the School of Staff and Command at Northwestern
24 University; in addition, he is a graduate of the Illinois
25 State Law Enforcement Executive Management Program from
26 Western University; and
27 WHEREAS, William Cavalier and his wife Marilyn have been
28 married for 35 years, and they have three grown children;
29 daughter, Lisa and husband Tony; daughter, Dina and husband
30 Tom, and son, Billy and wife Lisa; he also enjoys spending
31 many hours with his two grandchildren, Jessica and Nicholas;

1 WHEREAS, Deputy Chief Cavalier has made many life long
2 friends due to his genuine regard and compassion for all the
3 people he has touched through his professional and personal
4 life; and
5 WHEREAS, The men and women of the Oak Brook Police
6 Department will miss Deputy Chief William Cavalier greatly
7 and wish him only the best in his retirement; therefore, be
8 it
9 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
10 NINETY-SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
11 we congratulate Deputy Chief William Cavalier on his
12 retirement after a 32-year career with the Oak Brook Police
13 Department, and we wish him well in all of his future
14 endeavors; and be it further
15 RESOLVED, That a suitable copy of this resolution be
16 presented to Deputy Chief William Cavalier as an expression
17 of our esteem.
