1 HOUSE RESOLUTION
2 WHEREAS, Good health is essential to every citizen of the
3 world and access to the highest standards of health
4 information and services is necessary to improve public
5 health; and
6 WHEREAS, The World Health Organization (WHO) set forth in
7 the first chapter of its charter the objective of attaining
8 the highest possible level of health for all people; and
9 WHEREAS, The achievements of the Republic of China
10 (Taiwan) in the field of health are substantial, including
11 one of the highest life expectancy levels in Asia, maternal
12 and infant mortality rates comparable to those of western
13 countries, the eradication of such infectious diseases as
14 cholera, smallpox, and the plague, and the first to eradicate
15 polio and provide children with hepatitis B vaccinations; and
16 WHEREAS, The United States Centers for Disease Control
17 and Prevention and its Taiwanese counterpart have enjoyed
18 close collaboration on a wide range of public health issues;
19 and
20 WHEREAS, The Republic of China was a founding member of
21 the WHO, but was forced to depart from the WHO in 1972,
22 following the admission of the People's Republic of China;
23 and
24 WHEREAS, In recent years the Republic of China has
25 expressed a willingness to assist financially and technically
26 in international health activities supported by the WHO; and
27 WHEREAS, Direct, unobstructed participation in
28 international health forums and programs is critical to limit
29 the spread of various infectious diseases and achieve world
30 health; therefore, be it

1 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
2 NINETY-SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
3 we urge the World Health Organization to permit the Republic
4 of China to participate in a meaningful and appropriate way
5 in the World Health Organization's activities; and be it
6 further
7 RESOLVED, That a suitable copy of this resolution be
8 forwarded to the World Health Organization and the Taipei
9 Economic and Cultural Office in Chicago.
