1 HOUSE RESOLUTION
2 WHEREAS, The members of the Illinois House of
3 Representatives wish to recognize notable accomplishments in
4 the lives of citizens of the State of Illinois; and
5 WHEREAS, The life history of Elmo Ray Younger is one of
6 quiet public commitment and dedication to serving his country
7 and community well; and
8 WHEREAS, Mr. Younger's list of accomplishments include
9 serving as Republican precinct committeeman for over 30
10 years, as Juvenile correctional counselor for the Department
11 of Corrections for 29 years, as a Union Representative for
12 the Central States Joint Board for 12 years, as a Board
13 member for the Grundy County Health Association for 6 years,
14 and on the Executive Board of the Boy Scouts for 36 years;
15 and
16 WHEREAS, In addition, he served as a Commander of the
17 local chapter of the Disabled American Veterans for 12 years,
18 as the Department of Illinois Disabled American Veterans
19 State Chaplin for 4 years, and as State Commander for 2
20 years; he also led the drive for a memorial to those
21 civilians killed in an explosion at the Joliet Arsenal in
22 1942, which was dedicated in 2001; and
23 WHEREAS, Elmo Ray Younger is the first and only
24 African-American elected to public office in Grundy County as
25 a three term Alderman for the City of Morris; and
26 WHEREAS, Mr. Younger currently serves as a member of the
27 Joliet Arsenal Property's Remediation Action Board; at the
28 age of 80, he continues to walk the path of volunteer
29 involvement he started over 55 years ago; and
30 WHEREAS, Elmo Ray Younger is a dedicated husband, father,
31 and proud Grundy County citizen; therefore, be it

1 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
2 NINETY-SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
3 we honor Elmo Ray Younger for his dedication and commitment
4 to the residents of Grundy County; and be it further
5 RESOLVED, That a suitable copy of this resolution be
6 presented to Elmo Ray Younger as an expression of our esteem.
