1 HOUSE RESOLUTION
2 WHEREAS, The members of the Illinois House of
3 Representatives are pleased to recognize significant events
4 in the lives of the citizens of Illinois; and
5 WHEREAS, Molly Federici, founder of Physicians Filing
6 Service in Mt. Vernon, has received the Small Business Person
7 of the Year award; and
8 WHEREAS, Molly Federici's knowledge of small business
9 came early in her life from her father, Leon, co-founder of
10 Shapiro Brothers in Missouri; and
11 WHEREAS, In 1956, Molly Federici graduated from Festus
12 High School and began her education at Fontbonne College in
13 St. Louis, Missouri; she later transferred to Drake
14 University in Des Moines, Iowa, where she graduated with a
15 B.S. in Education; and
16 WHEREAS, While attending Drake, she met Gino Federici and
17 they married July 1, 1961; after graduation, the couple moved
18 back to Festus; Mrs. Federici began teaching business law at
19 Fox High School and Mr. Federici began working at the scrap
20 processing plant; in 1967, the family moved to Mt. Vernon to
21 open Shapiro Brothers of Illinois, where Molly managed the
22 office; and
23 WHEREAS, In 1985, Molly's sister, Margaret, told her of a
24 medical electronic billing service; after learning more about
25 the process and the need for this service in the Midwestern
26 States, Physician Filing Service (PFS) was born; in 1986, PFS
27 opened on Broadway as the first accredited billing service in
28 Illinois; and
29 WHEREAS, In 1991, Blue Cross Blue Shield selected PFS for
30 a pilot system, which connected PFS to its main frame in
31 Chicago; in 1995, PFS began doing business with Medline

1 Industries, a major manufacturer of durable medical
2 equipment; and
3 WHEREAS, This year, PFS celebrated a major milestone; the
4 business that began with two employees and borrowed equipment
5 now employs 140 Jefferson County residents, services 100
6 physicians, 45 home medical equipment companies, and has
7 processed approximately 202, 000,000 claims and billed more
8 than $1 billion; this success is directly attributed to the
9 PFS team's uncompromising commitment, tireless drive and
10 desire to be the best; and
11 WHEREAS, In addition to being a successful business
12 owner, Mrs. Federici is an active member of her community;
13 she is active in the Downtown Development Commission; in the
14 past she has been active in St. Mary's Catholic Church, the
15 Mitchell Museum, The United Way of Jefferson County, Mt.
16 Vernon School District 80 Foundation, and the American Cancer
17 Society; and
18 WHEREAS, Mrs. Federici is the proud mother of Toni
19 Federici, Mary Federici-Burgan, Mia Federici-Baker, and
20 Michael Federici; therefore, be it
21 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
22 NINETY-SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
23 we congratulate Molly Federici on her achievement of the
24 Small Business Person of the Year award; and be it further
25 RESOLVED, That a suitable copy of this resolution be
26 presented to Molly Federici as an expression of our esteem.
