1 HOUSE RESOLUTION
2 WHEREAS, The members of the Illinois House of
3 Representatives are pleased to recognize milestone events in
4 the lives of the citizens of the State of Illinois; and
5 WHEREAS, It has come to our attention that Thomas M. Ryan
6 is retiring from his duties as Manager of the Internal Secure
7 Communications Network with the Office of Emergency
8 Communications after a distinguished 35-year career with the
9 City of Chicago; and
10 WHEREAS, A product of St. Phillips High School and Wright
11 College, Mr. Ryan began his tenure with the Office of
12 Emergency Communications in 1996; during his tenure, he was
13 responsible for the management of 110 employees consisting of
14 six different unions and coordinated the planning,
15 development, and implementation of the newly created Office
16 of Emergency Communications for the City of Chicago; and
17 WHEREAS, Prior to his employment with the Office of
18 Emergency Communications, Mr. Ryan served as the Assistant
19 Superintendent of Police and Fire Communications for the
20 Chicago Police Department from 1994 to 1996; in addition, he
21 served as Foreman/Repairman for the Chicago Bureau of
22 Electricity from 1974 through 1994 and worked as a Electrical
23 Surveyor, Foreman, and Motor Truck Driver for the Department
24 of Chicago Streets and Sanitation from 1967 through 1974; and
25 WHEREAS, Mr. Ryan serves as a Journeyman Member of the
26 International Brotherhood of Electrical Workers, a member of
27 the Northwest Real Estate Board, a member of the Chicago Real
28 Estate Board, and a member of the National Association of
29 Realtors; in addition, he is a licensed Illinois Real Estate
30 Broker and a licensed Illinois Insurance Broker; and
31 WHEREAS, Mr. Ryan has served in a leadership roll for

1 many community organizations, including as former Vice
2 President of the St. Eugene School Board, as former Director
3 and Treasurer of the Oriole Park Baseball Association, as
4 former President of the Norridge Park Football Association,
5 and as a Boy Scout Troop Leader for St. Eugene School; he
6 continues to contribute as Vice President of Businesspeople
7 for a Better Chicago and as Chairman and member of the
8 fundraising committee for the Sunshine Activity Center; and
9 WHEREAS, Thomas Ryan is the proud father of four
10 children, and grandfather of three grandchildren; therefore,
11 be it
12 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
13 NINETY-SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
14 we congratulate Thomas Ryan on his retirement from his duties
15 with the Office of Emergency Communications and we wish him
16 well in all of his future endeavors; and be it further
17 RESOLVED, That a suitable copy of this resolution be
18 presented to Thomas M. Ryan as an expression of our esteem.
