1 HOUSE RESOLUTION
2 WHEREAS, The members of the Illinois House of
3 Representatives are pleased to recognize milestone
4 accomplishments in the lives of the citizens of the State of
5 Illinois; and
6 WHEREAS, It has come to our attention that the Salem
7 Township Hospital Board, Administration, and Staff honored
8 S.E. Rubio, M.D. for 50 years of dedicated service in the
9 medical profession on January 19, 2002; and
10 WHEREAS, Born in Cuba, Dr. Rubio came to the United
11 States in 1961; he earned his doctorate in Medicine and
12 Surgery from the University of Cuba in 1952, performed his
13 residency at University Hospital in Cuba from 1952 through
14 1955, and received his Certificate of Internship from
15 Evangelical Hospital in Chicago in 1963 and 1964; and
16 WHEREAS, Dr. Rubio currently serves on the medical staff
17 of Salem Township Hospital as an active member and as a
18 physician for the Southern Illinois Healthcare Foundation
19 since 2001, and he has served at St. Mary's Hospital of
20 Centralia as courtesy staff for 35 years; he also served as
21 an instructor at the University of Havana Medical School from
22 1955 through 1961 and worked in private practice from 1964
23 through 1994, and
24 WHEREAS, Dr. Rubio is a member of many professional and
25 civic organizations, including the American Medical
26 Association since 1964, the American Academy of Family
27 Physicians since 1974, the American Academy of General
28 Practice since 1969, the Cuban Medical Association in Exile
29 since 1962, and the governing board of Salem Township
30 Hospital; he serviced as the elected Chief of Staff of Salem
31 Township Hospital, and as medical director of Salem Medical
32 Center for 28 years; in addition, he is a board member of St.

1 Lawrence Catholic Church and is a member of the Elks Lodge;
2 and
3 WHEREAS, Dr. Rubio was selected the Physician of the Year
4 Award recipient for the State of Illinois in 1999 by the
5 Illinois Academy of Family Physicians, and he was one of ten
6 finalists for National Physician of the Year in 2000 awarded
7 by the American Academy of Family Physicians; and
8 WHEREAS, Dr. Rubio is supported by his loving and very
9 proud family, including his wife, Mary Jo Rubio, his sons,
10 Edward Rubio, Sergio Rubio, and Gelsys Rubio, his daughter,
11 Elena Warren, his stepchildren, Christopher Baur and Molly Jo
12 Baur, and his grandchildren, Eric, Nicholas, and Emilio;
13 therefore, be it
14 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
15 NINETY-SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
16 we congratulate S.E. Rubio M.D. on being honored by the Salem
17 Township Hospital Board for his 50 years of dedicated service
18 to the medical profession; and be it further
19 RESOLVED, That a suitable copy of this resolution be
20 presented to S.E. Rubio M.D. as an expression of our esteem.
