1 HOUSE RESOLUTION
2 WHEREAS, A new overlay area code was recently introduced
3 in the 847 region, even though less than 50% of the phone
4 numbers in the 847 region are actually being used; and
5 WHEREAS, The Federal Communications Commission (FCC)
6 currently requires 11-digit dialing when an overlay area code
7 is implemented; and
8 WHEREAS, The FCC's 11-digit dialing mandate is a needless
9 inconvenience for residential and business consumers; and
10 WHEREAS, Residents in the 847 region could once again
11 dial 7 digits for all local calls if the FCC were to change
12 its policy on mandatory 11-digit dialing in an overlay
13 situation; and
14 WHEREAS, The FCC's mandatory 11-digit dialing policy
15 could soon affect all the residents of Illinois, as the phone
16 industry claims that every area code in the State will be
17 out of phone numbers by 2007; and
18 WHEREAS, On December 28, 2001, the FCC reversed its
19 long-standing opposition to wireless-only overlays, signaling
20 that the agency is potentially reconsidering its area code
21 policies; and
22 WHEREAS, The Citizens Utility Board (CUB) has filed a
23 petition with the FCC asking the agency to permanently waive
24 the 11-digit dialing mandate in the 847 region; therefore, be
25 it
26 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE STATE OF
27 ILLINOIS, that we urge the Federal Communications Commission
28 to grant a permanent waiver of the 11-digit dialing mandate
29 in the 847 region and to change its policy on overlay area
30 codes; and be it further

1 RESOLVED, That a suitable copy of this resolution be
2 presented to the Chairman of the FCC, the Chairman of the
3 Illinois Commerce Commission, and each member of the Illinois
4 congressional delegation.
