1 HOUSE RESOLUTION
2 WHEREAS, Today, there are 34.6 million Americans--or 13
3 percent of the population--who are 65 years of age or older;
4 it is projected that in 25 years, the number of Americans 65
5 and older will increase to 62 million--or nearly 20 percent
6 of the population; this aging population will increase
7 demands for long-term care; and
8 WHEREAS, The Illinois General Assembly recognizes that
9 nursing homes in Illinois are facing difficult financial
10 circumstances, and this has caused the recent closure of many
11 facilities in Illinois; and
12 WHEREAS, The level and types of care in Illinois nursing
13 homes has changed significantly in recent years as the health
14 conditions of residents have become more complex; and
15 WHEREAS, Many nursing facilities have not had an
16 inspection of care (IOC) since Medicaid reimbursement rates
17 were frozen in the early 1990's; and
18 WHEREAS, Many nursing homes may see a further erosion of
19 their reimbursement rates if updated reimbursement rates are
20 established based on a new series of inspections of care;
21 therefore, be it
22 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-
23 SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that the
24 House of Representatives urges the Illinois Department of
25 Public Aid to delay any reinstatement of inspections of care
26 until July 1, 2002 to allow the Department adequate time to
27 train staff to conduct the inspections and allow nursing
28 homes adequate time to become familiar with the components of
29 the inspections; and be it further
30 RESOLVED, That a suitable copy of this resolution be
31 presented to the Director of the Illinois Department of
