1 HOUSE RESOLUTION
2 WHEREAS, The tragic events of September 11 bear witness
3 to the urgent need to enhance the security of ground
4 transportation systems, airline security, and the security of
5 Illinois' water filtration and nuclear power plants to combat
6 terrorism; and
7 WHEREAS, The Federal Transit Administration (FTA), the
8 United States Department of Transportation (DOT), and the
9 United States Department of Energy (DOE) have undertaken an
10 initiative, known as the PROTECT program, to provide
11 protection from chemical and biological terrorist attacks on
12 the trains and buses operated by the Washington Metropolitan
13 Area Transit Authority in the District of Columbia;
14 therefore, be it
15 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
16 NINETY-SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
17 we urge the FTA, DOT, and DOE to work with the Illinois
18 Department of Transportation (IDOT), the Chicago Transit
19 Authority (CTA), the Regional Transportation Authority (RTA),
20 Metra, Pace, and the National Railroad Passenger Corporation
21 (Amtrak) to undertake an initiative similar to the PROTECT
22 program to provide protection from chemical and biological
23 terrorist attacks on the trains and buses operated in
24 Illinois by those entities; and be it further
25 RESOLVED, That we urge the FTA, DOT, DOE, and IDOT to
26 establish a task force to review and enhance the security
27 efforts of the CTA, the RTA, Metra, Pace, and AMTRAK by doing
28 the following: training the security employees of those
29 entities to achieve a quicker, more efficient response to a
30 potential terrorist attack; installing equipment to pinpoint
31 an intruder on train tracks; installing digital cameras on
32 all buses and trains; purchasing protective equipment, such

1 as gas masks, gloves, and protective clothing for employees;
2 and training and directing security personnel in
3 anti-terrorism efforts and responding to potential
4 emergencies; and be it further
5 RESOLVED, That we urge the Federal Aviation
6 Administration (FAA) to require all airline carriers to
7 ensure that security personnel have visually inspected the
8 contents of all items of carry-on luggage before those items
9 are taken aboard their aircraft; and be it further
10 RESOLVED, That we urge the Department of State Police,
11 the Illinois Department of Nuclear Safety, the Illinois
12 Department of Public Health, and the Illinois Adjutant
13 General, in consultation with the appropriate federal
14 agencies, to establish a task force to review and implement
15 enhanced security measures at nuclear power plants and water
16 filtration plants located within the State of Illinois; and
17 be it further
18 RESOLVED, That copies of this resolution be delivered to
19 the Secretary of Transportation of the United States, the
20 Secretary of Energy of the United States, the Administrator
21 of the Federal Transit Administration, the Illinois Secretary
22 of Transportation, the Administrator of the Federal Aviation
23 Administration, the Director of State Police, the Illinois
24 Director of Nuclear Safety, the Illinois Director of Public
25 Health, and the Illinois Adjutant General.
