1 HOUSE RESOLUTION
2 WHEREAS, The members of the Illinois House of
3 Representatives are pleased to recognize milestone events in
4 the lives of the citizens of the State of Illinois; and
5 WHEREAS, It has come to our attention that William J.
6 Gallagher retired from his duties as Chief of the Winnetka
7 Police Department on October 15, 2001 after 30 years of
8 devoted public service; and
9 WHEREAS, William J. Gallagher began his career with the
10 Winnetka Police Department as a patrol officer in June of
11 1971; he was promoted to the rank of Sergeant in 1976, to
12 Lieutenant in 1986, and was assigned to the position of
13 Director of Police Operations in 1992; on February 24, 1993,
14 he was officially appointed Chief of Police of the Winnetka
15 Police Department; and
16 WHEREAS, Chief Gallagher received his bachelor's degree,
17 with honors, from Northeastern Illinois University; he
18 attended the Administrative Officers Course at the University
19 of Louisville in 1979, is a graduate of the F.B.I. National
20 Academy (1987) and has completed numerous criminal justice
21 courses at the Police Training Institute, University of
22 Illinois, and Northwestern Traffic Institute, Northwestern
23 University; and
24 WHEREAS, Chief Gallagher enlisted in the United States
25 Army in 1966, completed Officer Candidate School at Fort
26 Sill, Oklahoma in 1967, and was commissioned a Second
27 Lieutenant; he served as a Platoon Leader in Europe and,
28 later, as a Platoon Leader and Company Commander in the
29 Republic of Vietnam in 1968 and 1969; he left active duty
30 with the rank of Captain and was awarded a Bronze Star and an
31 Army Commendation Medal; and

1 WHEREAS, While police chief of the Village of Winnetka,
2 Chief Gallagher was an active member and past President of
3 the North Suburban Chiefs Association, the Northern Illinois
4 Police Crime Laboratory, both the Illinois and the
5 International Association of Chiefs of Police, and the F.B.I.
6 National Academy Associates; he also served as Chairman of
7 the North Regional Major Crimes Task Force; and
8 WHEREAS, Chief Gallagher and his wife live in Winnetka;
9 they have three adult daughters and three grandsons;
10 therefore, be it
11 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
12 NINETY-SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
13 we congratulate Chief William J. Gallagher on his retirement
14 after 30 years of devoted public service to the residents of
15 Winnetka and we wish him well in all of his future endeavors;
16 and be ot further
17 RESOLVED, That a suitable copy of this resolution be
18 presented to Chief William J. Gallagher as an expression of
19 our esteem.
