1 HOUSE RESOLUTION
2 WHEREAS, The members of the Illinois House of
3 Representatives are pleased to recognize milestone events in
4 the lives of the citizens of the State of Illinois; and
5 WHEREAS, It has come to our attention that Charlice
6 Martin is retiring from her duties as a Child Welfare Nurse
7 Specialist with the Illinois Department of Children and
8 Family Services-Cook South region; and
9 WHEREAS, Charlice Martin is a graduate of St. Vincent
10 DePaul Hospital School of Nursing in St. Louis, Missouri; she
11 earned her Bachelor of Science in Nursing at St. Louis
12 University in St. Louis and her Master's Degree in
13 Psychiatric and Mental Health Nursing from St. Xavier College
14 in Chicago; and
15 WHEREAS, During her 42-year career as a nurse, Charlice
16 Martin served as a staff nurse and head nurse in the
17 Orthopedic Unit of DePaul Hospital in St. Louis, as the
18 Nursing Supervisor in the DD Division with the Department of
19 Mental Health in St. Louis, and as the Administrative
20 Supervisor at the Malcolm Bliss Mental Health Center of the
21 Department of Mental Health in St. Louis; in addition, she
22 served as a staff nurse in the Psychiatric and Psychoanalytic
23 Institute of Michael Reese Hospital in Chicago, as a staff
24 nurse and Program Director of Adult Services at the Charter
25 Barclay Psychiatric Hospital in Chicago, as a staff nurse in
26 the Mental Health Department at Great Lakes Naval Base in
27 North Chicago, as a staff nurse in the Cermak Health Services
28 at Cook County Jail, and currently as a Child Welfare Nurse
29 Specialist with the Illinois Department of Children and
30 Family Services-Cook South region; and
31 WHEREAS, In addition to her nursing duties, Charlice
32 Martin served on the Board of Directors for the Chicago

1 Nurses Association and the RC 23 Illinois State Employed
2 Nurses, as Commissioner of the Commission on Continuing
3 Education of the Illinois Nurses Association, and as the
4 Child Welfare Specialist Nursing Union Representative with
5 the Illinois Nurses Association and the Illinois Department
6 of Children and Family Services; in addition, she serves as a
7 community member of the Edwards Grammar School Local School
8 Council and is a guest lecturer at Forest Park Junior College
9 in St. Louis, Guangzhou University in Guangzhou, China, and
10 the Illinois Department of Children and Family Services CORE
11 Training in Chicago; therefore, be it
12 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
13 NINETY-SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
14 we congratulate Charlice Martin for her 42 years of
15 dedication and service in the field of nursing and upon her
16 forthcoming retirement as Child Welfare Nurse Specialist with
17 the Illinois Department of Children and Family Services; and
18 be it further
19 RESOLVED, That a suitable copy of this resolution be
20 presented to Charlice Martin as an expression of our esteem.
